Job description

To assist the HSE Manager with the day-to-day management of the department will be the key function of the role, providing support and advice to operational teams on all aspects of health and safety management. This includes developing health and safety documentation, meeting legal, company, and project standards, and fostering a safety culture of continual improvement and high standards. The role also involves understanding client and regulator requirements to ensure compliance, working with supply chain partners to meet legal and contractual obligations, and supporting site teams to eliminate, minimize, and mitigate risks to protect operational staff, project management, visitors, and the public.

Key Tasks & Responsibilities:
  1. Implement the Project H&S Strategy as determined by the Senior Leadership team.
  2. Ensure legal, contractual, and procedural compliance.
  3. Provide advice and support on health and safety matters to operational management and teams.
  4. Promote a positive safety culture across all levels of the project team.
  5. Support project teams on their specific H&S duties, monitoring and reporting on compliance.
  6. Ensure operations are planned and conducted in compliance with site and project HSE requirements.
  7. Advise on current HSE legislation relevant to project activities and hazards.
  8. Encourage team spirit and challenge unsafe behaviors.
  9. Address project team inquiries promptly and accurately.
  10. Deliver safety training, including inductions, toolbox talks, and topic-specific sessions.
  11. Participate in reviews and updates of the HSE management system through audits.
  12. Support internal and external audits and maintain a visible safety presence on site.
  13. Mentor project personnel to foster continuous safety improvements.
  14. Assist in developing project management, construction phase plans, and risk assessments.
  15. Conduct internal HSE & Q audits to identify gaps.
  16. Lead incident investigations, monitor corrective actions, and share learnings.
  17. Maintain relationships with regulators, clients, subcontractors, and supply chain partners.
  18. Manage hazard and observation reporting systems.
  19. Ensure compliance with evolving standards and legislation.
  20. Support training delivery aligned with competency requirements.
  21. Work with suppliers to manage PPE and ensure proper usage.
  22. Assist in producing monthly HSE reports for stakeholders.
Essential Qualifications and Skills:
  • Technician Member of IOSH working towards Chartered status or equivalent.
  • Member of the Institute of Risk & Safety Management.
  • NEBOSH General or Construction Certificate.
  • Managers and Professionals CSCS card.
  • Deep knowledge of health and safety legislation, regulations, and guidance.
  • Experience in construction and civil engineering, including CDM 2015.
  • Proficiency in risk assessment processes.
  • Effective computer skills, including Microsoft Office and relevant software.
  • Strong interpersonal skills.
Desirable Qualifications and Skills:
  • Knowledge of civil engineering and geotechnical terminology and processes.
  • Experience with deep foundations, piling techniques, and processes.
  • Internal health and safety auditor qualification.
  • Experience with HAZID and HAZOP processes.
  • NEBOSH Diploma or equivalent.
  • Accident investigation training.
  • Experience working in a marine environment.
