Job description

The Shared Services Manager leads and develops the HR Shared Services function, ensuring the efficient delivery of high-quality transactional HR services (including payroll, onboarding, data management, and all employee queries) to the entire organisation.
The postholder will be required to contribute to budget planning and provide cost saving options.
This role drives continuous improvement, embeds best practice, and fosters a customer-focused culture, enabling managers and colleagues to access timely, accurate support for all people-related processes.
Reporting Relationships:
Reporting to the Strategic HR Business Partner Lead. The post holder will be responsible for managing a team of three (3) HR advisors delivering first line HR services to the entire organisation., The HR team at the Security Industry Authority (SIA) is undergoing an exciting period of transformation. As part of our restructure, we are building a modern, fit-for-purpose HR function aligned with our organisational priorities and future ambitions.
Our new structure will be organised into two distinct teams:
+ Shared Services Team - responsible for delivering HR business partnering across the organisation. This includes leading on change management, employee engagement, reward, data analytics, and day-to-day transactional HR processes.
+ Centre for Excellence - focused on talent acquisition, learning and development, and strategic workforce planning.
A key objective of this restructure is to evolve the HR function-from delivering primarily transactional services to providing a more strategic, value-added offer that drives performance, engagement, and inclusion.
We are now seeking proactive and solutions-focused HR professionals to join our dynamic and forward-thinking team. CIPD Level 5 qualification or equivalent experience and/or qualification.
Experience of successfully leading a HR operations/shared services or administrative team.
Proven track record in delivering efficient and accurate transactional HR services.
Strong knowledge of HR policies, employment legislation, and HR operations best practice.
Experience producing and interpreting HR metrics and reports and of HRIS administration and optimisation. Confident in using Microsoft Office Suite, particularly Excel and reporting tools.
Experience working in a unionised and/or public sector environment.
Strong commitment to customer service and ability to promote a culture of responsiveness and professionalism.
Excellent verbal and written communication skills, able to explain technical information clearly and concisely., CIPD Level 5 qualification or equivalent experience and/or qualification.
