This role is only open to applicants that currently work within an NHS Trust within the Hampshire and Isle of Wight Integrated Care System (HIOW ICS).

Hampshire and the Isle of Wight Acute Care Collaborative have come together as part of the Integrated Care Board (ICB) as an Acute Provider Collaborative (APC) to invest in Electronic Patient Record (EPR) functionality. This is to meet the needs of our whole ICS population, recognising that the organisation of clinical care needs to change and develop radically in order to meet the challenges we face.

The post holder will be responsible for:

  • Devising the resourcing strategy for the EPR Programme
  • Coordinating recruitment activity across the programme and each individual Trust
  • Providing reports on the resourcing workstream, including identifying risks, issues and mitigations
  • Supporting the Programme Director and Programme Manager with workforce issues

Main duties of the job

  • Lead the resourcing strategy for the EPR Programme, reflecting its needs through its critical path.
  • Coordinate with Recruitment and Temporary Staffing teams across the Trusts to manage resourcing activities effectively.
  • Identify skills, roles, and competencies needed for digital transformation and plan recruitment, development, and retention accordingly.
  • Recruit for core programme and Trust roles throughout the EPR programme lifecycle.
  • Ensure optimal staffing levels for successful EPR implementation and operation.
  • Develop and deliver resourcing, onboarding, induction, and mandatory training programs.
  • Support organization development initiatives to facilitate transition to new ways of working, including restructuring and change management.

Person specification

Training and Qualifications

  • Educated to Master’s level or equivalent knowledge.
  • Evidence of ongoing professional development.
  • Extensive knowledge of employment legislation and best practices.
  • CIPD Qualified (Member of Chartered Institute of Personnel and Development).

Experience and Knowledge

  • Senior-level experience in large, complex health or public organizations, including strategic roles.
  • Experience advising managers on resourcing issues up to Director level.
  • Proven success in employment policy implementation and innovative recruitment strategies.
  • Knowledge of employment legislation regarding temporary workers, agencies, and contractors.
  • Experience leading multi-functional recruitment and resource teams.
  • Understanding of health IT programs and UK employment law.
  • Proficient in project management and change management methodologies.
  • Strong relationship management skills and NHS workforce strategies knowledge.

Skills and Ability
