Job summary

Basildon Borough Council is seeking an experienced HR Consultant to lead a large-scale Housing Service restructure. This temporary 3-month, full-time role is hybrid, with 2–3 days in the office, and will work closely with the Executive Director of Housing and the senior leadership team to guide the consultation process.

You will provide expert HR advice on employment legislation and change management, ensuring smooth, compliant delivery and minimal disruption to services.

Qualifications

• Significant experience as an HR Consultant, preferably within local government.
• Proven experience leading and supporting organisational restructures and change programmes.
• Strong knowledge of UK employment legislation, particularly in relation to organisational change, consultation and redundancy processes.

Responsibilities

• Lead and support the delivery of a large-scale Housing Service restructure programme.
• Partner with senior leaders to develop and implement restructuring proposals.
• Support managers throughout the change process, including consultation meetings and employee engagement activities.
• Ensure the successful implementation and embedding of the new organisational structure.
• Maintain effective communication with stakeholders and employees throughout the programme.

Essex County Council (ECC) are delighted to be supporting Basildon Council to recruit a HR Consultant on a temporary basis for a period of 3 months.

This is a hybrid role, with the expectation to be in the office 2 - 3 days per week, depending on business needs.

About the Role

We are seeking an experienced HR Consultant to lead on a significant corporate restructure programme, initially focusing on a large-scale Housing Service transformation.

Working closely with the Executive Director of Housing and senior leadership team, you will provide expert HR advice and guidance throughout the consultation process, ensuring organisational change is delivered smoothly, compliantly and with minimal disruption to services.

This is an excellent opportunity for a seasoned HR professional with substantial restructuring experience within local government to influence strategic change and support leaders through a complex period of transformation.
