Randstad CPE is seeking an HR Business Partner in Bridgend, delivering lead HR support to managers and headteachers across complex casework and change programmes. The role is hybrid, with on-site presence at Civic Offices at least once a week and travel to meetings throughout Bridgend County Borough.

You must be CIPD qualified or have equivalent experience, with strong knowledge of employment law and HR systems.

Responsabilités

• Provide lead HR support and guidance to managers and headteachers on complex casework.
• Support transformation programmes including TUPE and restructures.
• Deliver coaching to managers to improve performance and policy application.
• Foster employee relations with trade unions, ACAS, and legal reps.
• Deliver HR workshops to update on employment legislation and policy changes.
• Attend statutory meetings as lead HR representative.
• Deputise for the Principal HR Business Partner at meetings and groups.

Role Title: HR Business Partner

Location: Civic Offices, Bridgend (Hybrid)

Pay Rate: £21.14 per hour

Contract Duration: 3 Months (with possibility of extension)

Working Hours: Monday to Friday, 8:30 AM - 5:00 PM (No weekends)

Working Arrangement: Hybrid (On-site at Civic Offices at least once a week on Thursdays, plus travel to meetings across the Council)

Key Responsibilities

• Provide lead HR support and professional guidance to managers and headteachers on complex casework, including disciplinary, grievance, capability, absence management, safeguarding, and redundancies
• Support organizational change and service transformation programmes, including TUPE, restructures, and alternative service delivery models
• Deliver front-line coaching and advisory support to managers to optimize employee performance, engagement, and consistent HR policy application
• Foster effective and harmonious employee relations by working in close partnership with trade unions, ACAS, and legal representatives
• Deliver HR workshops and surgeries to update managers and headteachers on employment legislation and policy changes
• Attend statutory procedural meetings as the lead HR representative to guide decision-making
• Deputise for the Principal HR Business Partner at meetings and working groups as appropriate

Requirements & Person Specification

• Chartered CIPD qualified or equivalent demonstrable professional experience
• Proven track record in a challenging HR environment delivering operational and casework support
• In-depth knowledge of employment law and familiarity with Local Authority terms and conditions of employment
• Demonstrable experience handling change management, TUPE, and positive trade union consultations
• Strong proficiency in business administration and HR software systems
• A full UK driving licence and access to a vehicle, as you will be required to attend in-person meetings across Bridgend County Borough
• Ability to greet customers through the medium of Welsh is a requirement
