Hull City Council is seeking a Housing Tenancy Manager to lead the front line housing service for around 9,000 properties. You will drive performance, manage rent accounts and tenancy operations, and ensure compliance with housing legislation across multiple city locations.
You will coach staff, develop personal objectives, and represent the service at Area Committee meetings while delivering excellent customer service and community engagement.
To lead and manage the delivery of an excellent front line housing service of around 9,000 properties. This includes the performance management of teams of staff managing rent accounts and rent arrears, allocations, tenancy management, estate management and housing facilities team. Teams are based in a variety of locations across the city.
Ensure the teams for which you are responsible are equipped to respond to a rapidly changing environment to assist in the delivery of a high quality housing service to customers, supporting teams to try out new activities or processes within agreed boundaries, coaching new members of staff on the structure and services of the Council.
To carry out performance reviews and apply a deep understanding of housing legislation, policy and practice to a team environment.

To deputise for the Landlord Service Manager where necessary for example attending and presenting information at Area Committee.
1 Strategy - Actively contribute to operational housing plans for an area of the city and contribute to the development of citywide housing policy and practice.
2 Customer Focus - Treat customers with respect, demonstrating sensitivity for the customs, culture and beliefs of others. Deal with tenants on a regular basis for example interviewing tenants in relation to rent arrears in a range of settings for example in an interview room, their own home or a community setting. The behaviour of some customers may, at times, be challenging. Promote and safeguard the welfare of children, young people and/or vulnerable adults.
3 Performance Management - Proactively manage the day to day delivery of the housing landlord service in relation to some or all of the following; rent accounts and rent arrears, allocations and tenancy and estate management, facilities management, monitoring cases and anticipating potential problems in delivery, acting to address these at an early stage. Be accountable for the performance of your team(s) ensuring teams have the appropriate level of competence, supervision and support. Take appropriate action where necessary to identify poor practice, improve performance and constructively challenge unacceptable behaviour in others. Create and agree a personal development plan with staff that guides development throughout the year.Keep up to date and ensure that you and your team(s) comply with current legislation, regulatory requirements and standards and Council and Housing Services policies and procedures, contribute to business planning and promote and embed best practice.
4 Leadership - To deliver on the implementation of legislative/policy changes in order to meet the Council's statutory obligations.To motivate staff in order to ensure the provision of excellent customer service and achievement of performance targets through the creation of team and individual development plans.

6 Plan the work of the teams ensuring that staff are aware of their performance targets and that these are met or exceeded and undertake appropriate monitoring and quality assurance process are in place and adhered to. Create and agree personal objectives that support the delivery of the team's vision.
7 Apply informed and impartial judgements when dealing with and making decisions in respect of tenancy management issues such as breaches of tenancy or requests for rehousing priority, drawing on a range of data sources when trying to establish the full picture. Work effectively with partners and other agencies to investigate and inform casework and decision making whilst taking responsibility for own decisions, clearly explaining the rationale to others.
8 Responsible for the effective and timely cascade of information to ensure that front line staff are kept up to date on Neighbourhoods and Housing Service issues including regular reviews of performance information. Conduct PPD's, sickness, disciplinary and grievance within council policy and procedure.
9 Act as an effective ambassador to promote the Neighbourhoods and Housing Service when working in partnership with other stakeholders to deliver services to customers. Work with tenants and residents and other teams to undertake tenant and resident consultation and participate in community development initiatives and activities which support the delivery of services to local communities, promptly responding to the questions or issues of external partners or other teams and keeping stakeholders up to date with changes in the team.
10 Write and present a range of reports, presentations, training and performance information for a range of audiences. Demonstrates effective behaviours in line with the Council's competency framework.
