As a Technical Officer you will form a generic role within the wider Housing Condition & Supply team, working alongside colleagues in Housing, Building Services and Property Services to support and provide technical advice, guidance and support in relation to their requirements by applying specialist knowledge and skills.

The role will involve conducting property inspections, diagnose repairs, obtain or create specifications for work required and obtain competitive prices. Order works by use of appropriate systems.

Conduct post inspections, confirm satisfactory completion of works and provide updates to our colleaguesensuring that Health and Safety Standards, Building Regulations and CDM regulations are adhered to.

Housing Condition & Supply Workstreams

Projects and Major Works – Fire, flood, and structural repairs, responsible for the 1st stage recharge appeal process.

Property Acquisitions – Search properties on the open market, purchasing to increase housing stock.

Repairs – conduct repair and maintenance inspections in tenanted properties across Fife, raise work orders required on the handset and record rechargeable repairs.

Damp and Condensation – visit properties throughout Fife from tenants reporting issues with damp and condensation, raise relevant works required on handset. Provide guidance and refer to internal or external agencies to support tenants where required.

HRA budgets and projects – review monthly reports ensuring correct budgets and codes are being used.

Complex Projects including high- and low-rise buildings.

New builds – Supporting the delivery of new Build Housing Projects Fife Wide including 12-month post-handover repairs/defect support.

Climate team - Delivery of insulation works internally and externally, delivery on Net Zero (previously EESSH2), dampness works and gas safety checks.

EPC (Energy Performance Certificate) - Survey to identify elements requiring replacement along with ensuring Energy Performance Certificate is valid

Component Replacement and No Access) – ensure compliance with the Scottish Housing Quality Standard (SHQS) of the Component Replacement Programme

This role is field based with the use of totalmobile technology through a handset or tablet which will be provided.

A significant part of the role is mainly lone working; the successful candidate will be required to travel to on-site visits and attend office buildings throughout Fife as required.

The Person

You should have a knowledge of Housing policies and practices to provide a regular and effective service. You should be able to demonstrate communication skills and be customer focussed, a well organised individual to manage competing demands.

Educated to SVQ 3 in a Housing or Health & Social Care or an equivalent recognised qualification.

Experience with systems – Office 365, Oracle, SharePoint, CPM, CX and Microsoft packages.

Provided with training and shadowing opportunities to gain experience new skills.

Ability to travel throughout Fife, travel expenses are paid in line with Fife Council policy.

Before confirming to your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.
