Job summary

Oldham Council is seeking a Housing Technical Officer to lead enforcement for Private Sector Housing, including HMOs licensing and disrepair issues. You will inspect properties under the Housing Act 2004 and pursue appropriate legal actions when necessary.

You will work with tenants, safeguarding vulnerable groups and coordinating with other agencies to secure appropriate support and enforcement outcomes. A degree in Building Surveying or related discipline is required, with strong communication

Qualifications

  • Degree or professional qualification in housing/related discipline.
  • Experience in Private Sector Housing Enforcement and Housing Act 2004/2016 enforcement.
  • Excellent written and verbal communication skills with diverse stakeholders.
  • Experience with the Housing Health and Safety Rating System.

Responsibilities

  • Deliver Private Sector Housing Enforcement services.
  • Carry out detailed property inspections under Housing Act 2004.
  • Prepare files for court or issue Civil Penalty Notices when required.
  • Engage with tenants, including vulnerable groups, and make referrals.
  • Prepare and present technical reports for landlords/agents, managers and elected members.

Role Overview

To carry out all aspects of Housing Regulation in accordance with the legislation, including Licensing HMOs, private sector housing disrepair complaints and enforcement against landlords who haven’t complied with the requirements of the Selective Licensing Scheme.

Key Responsibilities
  • To be part of the team in delivering an effective Private Sector Housing Enforcement Service
  • To undertake detailed inspections of properties in accordance with the Housing Act 2004
  • To take the necessary and appropriate legal action and if necessary prepare files for court or issue Civil Penalty Notices.
  • To work with tenants, including vulnerable and hard to engage groups on issues affecting their lives and make appropriate referrals to other agencies to get the help they need.
  • To prepare and present detailed technical reports as required for licensed landlords/agents, senior managers and elected members of the Council as and when required
Key Requirements

To succeed in this role, you will need as a minimum:

  • An approved degree standard qualification in Building Surveying, Construction Management or Construction / Property related discipline or other professional qualification related to housing or a relevant discipline.
  • Experience in Private Sector Housing Enforcement, including experience of carrying technical inspections, producing reports and enforcement under the Housing Act 2004 and Housing and Planning Act 2016
  • Excellent written and oral communication skills and ability to engage clearly and effectively with a wide range of contractors, partners, individuals and vulnerable groups.
  • Experience in implementing the Housing Health and Safety Rating System
