Enfield Council is seeking a Housing Procurement Officer to procure TA, PRS, PLA and PSL properties, manage landlord relationships and coordinate occupancy for households owed housing duties. You will inspect properties for standards and compliance, support homelessness prevention, and work with Housing Needs Teams and lettings services to deliver sustainable supply.

Qualifications

• Experience working within Housing, Lettings, Property Procurement, Temporary Accommodation or the Private Rented Sector.
• Experience building and maintaining landlord relationships.
• Experience negotiating property agreements and accommodation arrangements.
• Knowledge of Temporary Accommodation Services, Private Rented Sector Housing, Homelessness Services, Housing Standards, Property Inspections.

Responsabilités

• Procure Temporary Accommodation (TA) and PRS properties.
• Identify and negotiate new accommodation opportunities in private rented market.
• Procure PRS properties, PLA, PSL and Temporary Accommodation Units.
• Support homelessness prevention and housing supply objectives.
• Increase availability of suitable accommodation for Enfield residents.
• Build and maintain relationships with landlords, letting agents and accommodation providers.
• Act as a key contact for landlords and housing suppliers.
• Provide advice and guidance on leasing schemes and housing requirements.
• Promote confidence in Enfield's leasing and procurement schemes.
• Support retention of providers and encourage future participation.
• Undertake property inspections to assess suitability, quality and compliance.
• Ensure properties meet housing standards and council policies.
• Monitor accommodation quality during leasing arrangements.
• Address property-related issues and compliance concerns.
• Work with landlords to resolve defects and improvement needs.
• Support effective allocation and use of temporary accommodation.
• Assist in converting existing arrangements onto new leasing schemes.
• Coordinate accommodation handbacks and lease terminations.
• Ensure accommodation remains available and suitable.
• Support reduction of reliance on emergency accommodation.
• Increase households moving from emergency/temporary to sustainable PRS housing.
• Support statutory homelessness duties.
• Contribute to reducing accommodation pressures through proactive supply management.
• Support housing solutions that improve resident outcomes.
• Maintain records of properties, landlords, and agreements.
• Monitor housing supply performance and availability.
• Record complaints and landlord inquiries.
• Produce reports and management information.
• Ensure activities comply with policies and contractual requirements.
• Work with Housing Needs Teams, Temporary Accommodation Teams, Lettings Services, Private Landlords, Letting Agents, Housing Providers, and internal departments.
• Support collaborative approaches to improving supply and service delivery.
