Housing Strategy Project Manager (Housing Service Manager)

Location: North West London

Salary: £31.47 per hour umbrella

Duration: 6-month ongoing contract

Working Hours: Monday to Friday, 9am to 5pm (hybrid)

Role Purpose

To develop, implement, monitor, and review strategies and policies for the Housing department in support of corporate, community, and regional objectives. These strategies should be integrated, evidence-based, effective, and meet the authority’s statutory obligations.

To achieve effective housing strategy and policy-related consultation, communication, and publicity with key housing stakeholders.

To examine new legislation, regulations, and good practices related to the housing service, briefing senior managers and members on implications and options for service development.

Responsibilities

• Maintain and support a suite of housing strategies and policies that support the Housing Service.
• Build effective partnerships with the Ministry of Housing, Communities and Local Government (MHCLG), the Greater London Authority (GLA), London Councils, sub-regional partners, stakeholders including residents, statutory and voluntary organizations, and registered providers.
• Contribute to the management of expenditure related to the team’s work, including developing and reviewing funding profiles and conducting financial analysis.
• Performance manage external consultants, contractors, and internal project teams as required.
• Provide professional and inclusive advice, liaising with colleagues in the Council and partner organizations on housing strategies, policies, and projects.

Requirements

• Experience in conducting qualitative and quantitative research and analysis to inform policy, strategy, service delivery changes, or academic papers.
• Experience reviewing a Social Housing Allocation Policy/Scheme.
• Experience working in a housing association or council.
• Proven ability to lead projects using appropriate project management techniques, effectively delivering objectives with various stakeholders.
• Housing management experience is required to be shortlisted.
• Undertaking DAHA Accreditation (domestic abuse).
