Job Description
Monday to Friday, hybrid working, reports to: Head of Housing Solutions, Direct Reports: Up to 15 officers.

Are you passionate about tackling homelessness, providing strong operational management, and leading a dynamic team to make a lasting impact on people’s lives?

Join Ealing Council, in partnership with Adecco, as they recruit a Housing Solutions Manager on a permanent basis. You will manage a team to deliver services aimed at preventing and addressing homelessness, providing guidance and support to achieve organisational goals. Reporting to the Head of Housing Solutions, you will play a key role in addressing housing challenges and ensuring residents have access to secure, stable homes.

Your role will include:
- Collaborating across teams within Housing Demand, the directorate, the council, and with partners to deliver seamless outcomes for residents, including matrix management of services/projects.
- Delivering services across various settings and channels, including face-to-face and home visits.
- Managing applications under Part VII of the Housing Act 1996 and ensuring compliance with the Homelessness Reduction Act 2017, applying relevant legislation, policies, and procedures.
- Prioritising assistance for vulnerable groups, such as families with children, pregnant women, and individuals with specific needs.
- Ensuring provision of interim accommodation, reducing the use of temporary accommodation through robust assessment processes.
- Coordinating with service providers to secure temporary and long-term housing solutions, including working with landlords and housing associations.
- Developing strategies to prevent and reduce homelessness, collaborating with agencies, charities, and service providers, and evaluating initiatives.

Key Responsibilities
- Ensuring policies, procedures, and processes are compliant with legislative and regulatory changes.
- Supporting continuous improvement and innovation in service delivery.
- Managing and motivating staff, ensuring professional development and a positive work environment.
- Conducting regular team meetings, individual reviews, and managing projects efficiently.
- Acting as duty manager on a rota basis and managing out-of-hours services.
- Representing the department at meetings and engaging with community stakeholders.
- Managing budgets, authorising expenditure, and supporting financial compliance.
- Communicating effectively with staff and ensuring ongoing professional development.
- Supporting risk management and managing relationships with members and stakeholders.
- Handling complaints, Members Enquiries, and FOIs within deadlines.

Key performance indicators:
- Delivery of statutory and local performance indicators to prevent homelessness, reduce temporary accommodation use, and rough sleeping.
- Cost reduction in the service.
- Successful delivery of improvement projects within time and budget.

What We’re Looking For:
- Significant experience in housing or related fields, with a proven track record in homelessness services.
- Knowledge of housing legislation, including the Homelessness Reduction Act 2017.
- Excellent communication and stakeholder engagement skills.
- Strong understanding of housing policies and strategies.
- Leadership experience managing teams and motivating staff.
- Strong project management skills.

Essential Qualifications
- Degree level education or NVQ Level 4/5, or equivalent experience.
- A relevant qualification in Housing or willingness to work towards it.
- Membership in a professional body such as the Chartered Institute of Housing.
- Evidence of CPD, including management or project management training.
