Job summary

East Midlands Combined County Authority (EMCCA) is seeking an experienced Programme Manager Housing to support delivery of the Brownfield Housing Fund and future housing investment programmes across the East Midlands.

This role will work within governance frameworks to ensure milestones, value-for-money and reporting obligations are met, collaborating with local authorities, Housing Associations and developers to move schemes through investment and delivery processes.

Qualifications

• Experience of managing or supporting complex programmes or projects within housing, regeneration, infrastructure, public-sector investment or a related field.
• Experience of housing development and delivery, with an understanding of challenges and opportunities in bringing schemes forward.
• Experience of development appraisals, business cases or investment assessment, with ability to assess deliverability, value for money and risk.
• Experience of budget monitoring and financial management within delegated authority.
• Understanding of public-sector grant funding, programme governance, assurance and appraisal requirements.
• Experience of monitoring performance, managing risks and supporting contract or funding agreement management.
• Ability to work independently, manage competing priorities and provide clear advice to senior decision-makers.
• Strong partnership and influencing skills across public, private and third-sector organisations.
• Comfort operating within a political environment with governance and accountability.

Responsibilities

• Manage day-to-day delivery of assigned elements of the Brownfield Housing Fund and related programmes.
• Monitor programme budgets, expenditure and spend profiles within delegated authority; identify and escalate risks.
• Support development of housing investment pipeline; assess readiness, deliverability and alignment with priorities.
• Coordinate and quality assure business cases, appraisals, value-for-money assessments and investment recommendations.
• Support contractual lifecycle of schemes, including grant funding agreements, drawdown and post-contract monitoring.
• Monitor performance, outputs and risks; implement corrective action.
• Prepare reports, briefings and recommendations for senior officers, boards and committees.
• Collaborate across public, private and third-sector organisations to support delivery.
• Apply funding, governance, assurance and subsidy-control requirements to programme decisions.
• Coordinate internal teams and external advisers to ensure effective use of resources.

About the role

The East Midlands Combined County Authority (EMCCA) is seeking an experienced Programme Manager Housing to support the delivery of the Brownfield Housing Fund and future capital housing investment programmes.

This is an exciting opportunity to play a key role in supporting housing delivery and regeneration across the East Midlands at a time of significant opportunity for housing and affordable housing.

Working within established strategic and governance frameworks, you will use your programme, housing and regeneration expertise to support the successful delivery of funded schemes, ensuring they meet agreed milestones, funding conditions, value-for-money requirements and reporting obligations.

You will work closely with local authorities, housing associations, private developers and other partners, helping to move schemes through the investment and delivery process and addressing risks and barriers along the way.

Key responsibilities

You will:

• Manage the day-to-day delivery of assigned elements of the Brownfield Housing Fund, supporting agreed programme objectives, milestones and outcomes.
• Monitor programme budgets, expenditure and spend profiles within delegated authority, identifying and escalating financial and delivery risks.
• Support the development and progression of the housing investment pipeline, working with partners to assess readiness, deliverability and alignment with programme priorities.
• Coordinate and quality assure business cases, development appraisals, value-for-money assessments and investment recommendations.
• Support the commercial and contractual lifecycle of schemes, including grant funding agreements, drawdown and post-contract monitoring.
• Monitor performance, outputs, expenditure and risks, identifying slippage and implementing corrective action where required.
• Prepare clear reports, briefings and recommendations for senior officers, boards and committees.
• Work collaboratively across public, private and third-sector organisations, particularly local authorities and housing associations, to support successful delivery.
• Apply relevant funding, governance, assurance, subsidy control and policy requirements to programme decisions.
• Coordinate internal teams and external advisers, ensuring effective use of resources and value for money.
• Contribute to continuous improvement and ensure lessons learned are used to strengthen programme delivery.

About you

You will have experience of managing or supporting complex programmes or projects within housing, regeneration, infrastructure, public-sector investment or a related field.

You will bring:

• Experience of housing development and delivery, with an understanding of the challenges and opportunities involved in bringing schemes forward.
• Experience of development appraisals, business cases or investment assessment, with the ability to assess deliverability, value for money and risk.
• Experience of budget monitoring and financial management within delegated authority.
• An understanding of public-sector grant funding, programme governance, assurance and relevant appraisal requirements.
• Experience of monitoring performance, managing risks and supporting contract or funding agreement management.
• The ability to work independently, manage competing priorities and provide clear advice to senior decision-makers.
• Strong partnership and influencing skills, with the ability to work effectively across public, private and third-sector organisations.
• The confidence to operate effectively within a political environment, understanding the importance of governance, accountability and clear communication.
• Strong organisational skills and attention to detail, with the ability to manage multiple schemes, deadlines and stakeholders.

Experience of working with Mayoral Combined Authorities, Homes England, MHCLG-funded programmes or local authorities would be desirable, alongside knowledge of brownfield regeneration, affordable housing, land-led investment or place-based programme delivery.

A relevant degree or equivalent experience, together with a relevant qualification or equivalent experience in programme management, housing, regeneration, planning, property, finance or a related discipline, is essential. Evidence of continuing professional development is also required.
