Job Title:Housing Planner

Job Purpose

To lead on the assessment and determination of the borough.Most complex, high-profile and strategically significant planning applications,appeals and planning matters. The post-holder will provide expert professionalplanning advice, ensure robust and defensible decision‑making, represent theCouncil in planning proceedings, and support the management and development ofplanning staff. The role will contribute to delivering a high‑quality,customer‑focused planning service that supports sustainable growth, corporatepriorities, and community objectives.

Key Responsibilities

Planning Applications and Decision Making

  • Managea varied caseload of complex and major planning applications, includingstrategic developments and regeneration schemes.
  • Preparecomprehensive, accurate and well‑reasoned reports with clearrecommendations for Planning Committee or delegated decisions.
  • Exercisedelegated authority to determine planning applications in accordance withthe Council’s Scheme of Delegation.
  • Ensureall planning decisions are legally compliant, robust, defensible, andconsistent with local, regional and national planning policies.

Planning Advice and Development Management

  • Providespecialist planning advice to officers, Councillors, applicants,developers, consultees and members of the public.
  • Leadpre‑application discussions and Planning Performance Agreements (PPAs) formajor developments.
  • Coordinatemulti‑disciplinary input from internal departments and externalstakeholders to facilitate high‑quality development outcomes.
  • Adviseon the planning implications of development proposals, includinginfrastructure, sustainability, environmental and educationalrequirements.

Appeals, Enforcement and Legal Matters

  • Leadon planning appeals and represent the Council at hearings, publicinquiries and court proceedings.
  • Prepareand present expert evidence on behalf of the Council.
  • SupportPlanning Enforcement Officers in identifying breaches of planning controland preparing enforcement notices.
  • Manageand oversee complex legal agreements, including Section 106 Agreements andother planning obligations, ensuring enforceability and effectivedelivery.

Leadership and Staff Management

  • Supportthe Planning Management Team in delivering an efficient, customer‑focusedservice.
  • Provideprofessional guidance, mentoring and supervision to junior planning staff.
  • Assistin allocating work and monitoring performance to ensure service objectivesand deadlines are achieved.
  • Promotecontinuous improvement, innovation and best practice within the planningservice.

Stakeholder Management

  • Developand maintain effective relationships with Councillors, statutoryconsultees, developers, community groups and other stakeholders.
  • Attendand represent the Assistant Director of Planning at meetings, committeesand public events where required.
  • Provideclear and professional advice to elected Members on planning matters.

Service Improvement and Corporate Contribution

  • Contributeto achieving service performance indicators and corporate objectives.
  • Maintainup‑to‑date knowledge of planning legislation, policy and best practice.
  • Commissionand manage external consultants where required, ensuring value for moneyand quality outcomes.
  • Undertakeother duties appropriate to the grade of the post.
  • Significantexperience in Development Management within a local authority orcomparable planning environment.
  • Provenexperience of handling major, complex and high‑profile planningapplications.
  • Experienceof preparing reports for Planning Committees and delegateddecision‑making.
  • Experienceof managing planning appeals, including public inquiries and hearings.
  • Experienceof negotiating Section 106 Agreements and other planning obligations.
  • Experienceof providing professional planning advice to senior stakeholders, electedMembers and developers.
