JOB TITLE: Housing Development Lead and Project Manager - Housing, Regeneration and Operations

Pay rate: £361.45 to £401.60 per day PAYE, DOE

The role:

On behalf of a local council, we are seeking a Housing Development Lead / Project Manager to lead on the design, development and delivery of major housing projects that form part of the city’s Housing Development Pipeline and to work with key delivery partners and stakeholders in order to deliver those projects.

You will lead on or support development activities and the operational management of Council-owned hosing companies. You will set and maintain high standards for housing design, development and delivery in the city.

You will have a demonstrable track record of leading and delivering a diverse range of multi-million pound, high risk and complex projects to time, cost and quality constraints, along with significant experience of housing development, gained in a Local Authority, other Public Sector Agency, Registered Provider, or housebuilder

Key Responsibilities:

Lead on the design, development and delivery of major housing projects that form part of the city’s Housing Development Pipeline.
Lead on or support development activities and the operational management of Council-owned hosing companies
Work with key delivery partners and stakeholders in order to deliver those projects.
Identify potential site opportunities for Council direct delivery of housing, working with the Estates team.
Set and maintain high standards for housing design, development and delivery in the city, within the constraints of feasibility and viability.
Work as a fully engaged member of the wider housing team in the formulation, implementation and review of service, directorate and corporate plans.
Deliver high quality efficient advice on commercial and financial matters relating to housing delivery in the City to the Service and wider directorates.
Aid with and input in to the development of housing strategies and act in an advisor capacity on this work stream within the service, across the directorate and beyond.
Deliver within a sound strategic framework for the team and play a major part in the development of such.
Deputise for the Head of Housing Development as required.



What the client is looking for:

Significant experience of housing development, gained in a Local Authority, other Public Sector Agency, Registered Provider, or housebuilder
Significant programme, project and process management and monitoring experience
Significant experience of successfully managing services, teams and individuals within the well scrutinised and complex environment of a local government or similar.
Significant experience of operating and working in partnership with a diverse range of external (Homes England, MHCLG, LEP, Registered Providers, local authority project partnerships, etc) and internal functions (planning, finance, legal, communications, procurement etc)
A strong background of leading and delivering a diverse range of multi-million pound, high risk and complex projects to time, cost and quality constraints.
Significant experience of managing budgets in excess of £25m and up to £100m
Significant experience of planning and reviewing the delivery of projects.
Significant experience in contract management, including interpreting & managing complex contracts, especially in the area of residential development
Experience of the management of implementing change in service delivery, demonstrated by a track record of success in a related environment preferably within a complex organisation
Demonstrable experience of working within a performance focused environment
Significant experience of working across multi-disciplinary teams
Line management experience or willingness to work towards
