Job description

We are looking for an experienced and motivated Housing Development Manager to lead on the development of major housing projects within the city and in particular, to support the Council’s delivery strategy for the Charterholme Sustainable Urban Extension.

As Housing Development Manager, you will lead on the preparation and delivery of robust development strategies for individual sites and the wider housing pipeline. You will work closely with internal services including housing, finance, legal, property and planning, as well as external partners, including developers, contractors, consultants and wider stakeholders.

You will be responsible for managing complex projects, capital budgets, procurement activity, grant funding requirements and development contracts, ensuring that schemes are delivered in line with Council policies, project management standards, legal requirements and agreed quality and commercial objectives.

We are seeking someone with a strong track record in housing development, construction, planning and regeneration. You will be confident in leading complex residential development projects, managing professional teams and working collaboratively with a wide range of internal and external partners.

This role offers the chance to play a key part in shaping and delivering housing projects that make a real difference to communities across the city. You will work at the centre of a multidisciplinary environment, influencing development strategy, building strong partnerships and supporting the delivery of quality homes.

We are committed to equality, diversity and inclusion, and welcome applications from people who share our commitment to working in a fair, respectful and non-discriminatory way.

The successful candidate will be able to demonstrate:
  • Experience of delivering high-value, complex residential development projects from inception to completion.
  • Strong project management, procurement, contract management and financial management skills.
  • Commercial awareness, including the ability to produce and understand development viability, cash-flow and business case requirements.
  • Excellent communication, negotiation and partnership-working skills.
  • The ability to interpret and present complex financial, legal and technical information to support decision making.
Benefits we offer:
  • Flexible working options / Flexi time scheme.
  • Generous annual leave entitlement plus bank holidays.
  • Local government pension scheme.
  • Employee online discount scheme (including cinema, retail / supermarkets and homeware / tech).
  • Health and Wellbeing support.
  • Sustainable Travel Options (Tax free bike scheme and discounted City parking).
