Job summary

4Recruitment Services is seeking a Housing Enforcement Officer to join the Private Sector Housing Services within West Northamptonshire Council. The role is hybrid, with 2–3 days in the office and fieldwork as required.

You will lead inspections, draft enforcement notices, and work with partners to ensure licensed HMOs meet standards and that civil penalties are used where appropriate. A strong HHSRS background and full UK driving licence are essential.

Qualifications

• Current HHSRS competency.
• Recent and substantial experience carrying out housing inspections and enforcement activity.
• Strong working knowledge of housing legislation with proven enforcement powers.
• Hands-on experience issuing Civil Financial Penalties under the Housing Act 2004.
• Full UK driving license and access to own transport for business use.

Responsibilities

• Undertake property inspections, HHSRS assessments, and notices preparation.
• Inspect licensable HMOs and ensure licensing compliance.
• Respond to disrepair and nuisance complaints and assess risks.
• Collaborate with teams to tackle harassment and unlawful eviction.
• Coordinate with services to identify unlicensed HMOs and overcrowding.
• Develop new practices to reduce unlicensed HMOs and improve conditions.
