Housing Capital Investment Operations Manager

East Midlands
Hybrid - 2-3 days on site per week
£400-£500 per day
Inside IR35 (Via Umbrella)

We’re looking for a flexible and experienced Interim Capital Investment Manager to step into a busy, high-profile role covering key areas of our £8m housing capital investment programme.

Your role as a Housing Capital Investment Operations Manager:

1. Lead and support the delivery of capital works to Council housing stock – kitchens, bathrooms, roofing, energy upgrades, refurbishments (excluding gas and electrics).
2. Oversee a mix of internal teams and external contractors.
3. Support a Team Leader and 6 surveyors (2 on stock condition surveys).
4. Manage staff performance, support HR issues, and ensure effective reporting and compliance.
5. Handle procurement, tendering, contract design, and contract management (windows, doors, energy projects, etc.).
6. Ensure the team is well-structured and ready for upcoming apprentices.

Experience needed as a Housing Capital Investment Operations Manager:

1. Strong experience in housing capital works, asset management, and contractor oversight.
2. Confident managing performance, procurement and reporting in a complex environment.
3. Able to lead a busy team and provide hands-on support during a transitional period.
4. No specific qualifications required – experience is key.
