About the Role

The Homeownership Services Manager is a management position within the Place Directorate, responsible for leading a team to deliver high‑quality leasehold management, service charge setting and Right to Buy administration to support Council leaseholders while ensuring compliance with relevant housing regulations and legislation.

Thurrock Council manages a diverse homeownership portfolio, consisting of leasehold and freehold properties across the borough. This portfolio presents a unique opportunity to engage with a range of tenure types, ensuring that leaseholders and homeowners receive excellent service.

Key Responsibilities
  • Drive service improvements and ensure financial accuracy in service charges.
  • Maintain strong relationships with leaseholders and key stakeholders.
  • Champion customer engagement, ensuring leaseholders are well‑informed and their voices are heard in decision‑making.
  • Ensure transparency in billing, manage disputes effectively and implement best practices in leasehold services.
  • Lead on developing policies, managing financial risks and supporting team members to meet targets.
  • Apply knowledge of homeownership legislation, economic management and dispute resolution.
