Job Role: Homelessness Support Officer

To deliver high-quality, customer-focused advice and support to people in Oldham who are homeless or at risk of homelessness. Responsibilities include providing housing advice, investigating applications under statutory duties (Housing Act 1994, Homelessness Reduction Act 2017), and supporting the Council's statutory homelessness duties.

Key duties include:

  1. Managing homeless applications effectively and ensuring legal compliance.
  2. Providing professional housing options interviews and homelessness investigations.
  3. Assessing customer needs in accordance with relevant legislation (Care Act 2014, Children Act 1989).
  4. Undertaking detailed casework, including legal duties, housing and support needs, and producing Personal Housing Plans.
  5. Visiting potentially homeless customers and advising on options to remain in existing accommodation.
  6. Referring customers to specialist support services (substance misuse, mental health, debt management, benefits).
  7. Issuing notifications, referral letters, and outcome letters, including statutory notifications (s184).
  8. Responding to enquiries promptly and maintaining accurate records.
  9. Working with Temporary Accommodation Services to place housing and update records.
  10. Providing Out of Hours Emergency Housing Service and Cold Weather Provision on a rota basis.
  11. Ensuring compliance with legislation, policies, and good practice.
  12. Representing the Service and the Council at meetings as required.

Please note: This is a Long Term Temporary post to start ASAP.
