GENERAL PURPOSE OF THE POSITION:
As a part of Brighter, Stronger Foundation leadership team, this position plays a crucial role to ensure the successful delivery of the organization mission, vision, and values. This position is responsible for the management of the home and community Autism and Related Services daily operations. The Program Manager will provide oversight, program management and staff development to ensure that both clinical and administrative duties are performed efficiently.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manage the daily operations of the department, including facilities, transportation, budgeting, and liaison with human resources, and staff management.
Program Services
- Provide excellent client, family customer service and staff support.
- Develop and maintain strong partnership with stakeholders and community collaborators, to promote growth of program services.
- Responsible for management and oversight of all stages of client service delivery at all service locations
- Facilitate ongoing interest meetings with prospective clients
- Participate as active member of the BSF internal Emergency Response Team
- Participates in weekly rotation of 24-hour on call responsibilities.
- Supervise and participate as a member of a multidisciplinary treatment team to develop and support and guide client service delivery.
- Provide rotational onsite coverage to program services, at a minimum twice per week
- Responsible for meeting or exceeding deliverables aligned with performance benchmarks
- Adheres to BSF’s policies and procedures, code of ethics and ensures program compliance with COMAR, and CARF regulations.
- Oversee and enforce efficient and effective services through quality service delivery.
- Other duties as assigned.
Recruitment
- Conduct interviews and make recommendations for new hires or transfer staff.
- Responsibilities include interviewing applicants of all levels, recommending for hire, and collaborating with supervisors to train employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Participate in the hiring process for new employees.
- Serve as programmatic liaison for BSF /Volunteer programs.
- Other duties as assigned.
Staff Performance Management
- Assigns duties and monitors quality of work; assures staff conforms to organizational policies and procedures and government regulations.
- Provides day-to-day guidance and oversight of staff.
- Effectively manages staff to ensure adherence to job expectations and duties.
- Ensure staff accountability in accordance with progressive discipline policy.
- Monitor and approve staff clinical documentation and client service utilization.
- Implement BSF and program policies and procedures, ensuring staffing and scheduling is aligned with job expectations and regulations.
- Complete and ensure 100% of employees within the department are in compliance with performance review.
- Create a positive work environment in which staff are empowered, respected, and valued, to fulfill their role conducting the agency mission, vision, and values.
- Promote growth of behavioral health staff in areas of leadership, clinical excellence, client centered care, education, and organizational involvement to meet the identified goals and needs of the employee and organization.
- Responsible for facilitating training to staff, community, stakeholders, clients, etc
- Inspire trust, collaboration, and integrity by building positive relationships with program staff.
- Monitor, support, and provide hands-on and instructional training to staff in their practice management to meet the expectations of quality client services.
- Fulfill the roles and responsibilities of assigned direct reports, during a time of turnover, direct report’s inability to meet expectations, or as needed
- Manage and monitor departmental compliance to ensure adherence to organizational policy and procedures
- Develops, monitors, and assesses current workflows and practices, and provides recommendations for quality and efficiency improvements.
- Analyzes data, prepares reports, and makes recommendations on a variety of programmatic and/or staff management issues.
- Facilitate weekly service utilization review process for the department.
- Provide tertiary cross-departmental coverage in emergency situations
Requirements:
EDUCATION AND EXPERIENCE AND NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
- Bachelor’s Degree in Counseling, Social Work, Education, or a related field of study with five (5) years of related experience Or
- Masters Degree in Counseling, Social Work, Education, or a related field of study with five (3) years of related experience
- At least two (2) years’ experience working in a Behavioral Health Care environment.
- Strong interpersonal communication skills with the ability to actively listen.
- Excellent verbal and written communication skills
- Self-motivated with strong organizational/prioritization skills and ability to multi-task with keen attention to detail
- Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow.
- Solid relationship building capabilities with a positive and compassionate attitude.
- Ability to deal effectively with a of individuals at all organizational levels.

- Must be able to be trained in Electronic Medical Record software.
- Experience with Learning Management Systems is a plus.
