Job summary

London Borough of Richmond upon Thames is seeking a Highways Supervisor for the Central Depot, Langhorn Drive, Twickenham, to lead the Highways DSO team and oversee routine and non-routine maintenance on the borough’s road networks.

You will supervise operatives and contractors, manage budget and expenditure within delegated limits, conduct site inspections, lead winter gritting operations, ensure compliance with NRSWA/LoPS and health and safety, and drive service improvements through digital

Qualifications

• Valid driving licence and NRSWA supervisory Level, Winter gritting supervisory level or ability to obtain within 6 months.
• Proven experience in workforce control and enforcing Codes of Conduct.
• Experience in risk assessments and emergency winter maintenance procedures.

Responsibilities

• Provide effective supervision of operatives, agency staff and contractors working for the Highways DSO Section.
• Supervise all routine and non-routine maintenance and installation works across the borough’s road networks.
• Authorize expenditure, purchase orders and resource requirements within delegated limits.
• Carry out daily site inspections to ensure works are safe, cost-effective and to agreed specifications.
• Supervise winter gritting operations and out-of-hours activities.
• Perform administrative duties from start to finish: timesheets, measurements, scheduling, permits, and invoicing.
• Ensure compliance with NRSWA 1991, LoPS and other relevant legislation and codes of practice.
• Ensure compliance with Health and Safety legislation and council policies.
• Assist management in handling Members' enquiries regarding service delivery.
• Support delivery of a high-quality, customer-focused highways service through planning and performance monitoring.
