Job description

Highways Planning and Development Manager / Transport Policy Officer with expert knowledge of street design, H&T related Policies and standards, and extensive experience in the development planning / management industry is required for a well-established organisation based in Wokingham, Berkshire.

SALARY: £39,513 - £56,075 per annum (depending on experience) + Generous Benefits (see below)

LOCATION: Hybrid split between working from home and the office in Wokingham

JOB TYPE: Full-Time, Permanent

WORKING HOURS: 37 hours per week

JOB OVERVIEW

We have a fantastic new job opportunity for a Highways Planning and Development Manager / Transport Policy Officer with expert knowledge of street design, H&T related Policies and standards, and extensive experience in the development planning / management industry.

Working as the Highways Planning and Development Manager / Transport Policy Officer, you will support and represent the Highways Development Management team in the design, planning, and delivery of new highways and streets within the Borough.

You will also represent the highways and transport service at planning committees and appeal hearings/inquiries.

DUTIES
  • Advise on the transport implications/highways impacts of pre-application development proposals
  • Assess planning applications, including advising and making recommendations on their transportation implications, considering Borough and Government policies
  • Advise on Transport Assessments and Travel Plans presented in support of development proposals and carry out transport appraisals
  • Assist developers with the Scoping of TAs, including commissioning and reviewing strategic transport model outputs
  • Negotiate financial contributions towards transportation services and infrastructure arising from planning applications
  • Instruct Borough solicitors on highways obligations within Section 106 agreements and review legal drafts
  • Meet with officers, developers, and agents to discuss issues and find solutions to facilitate planning applications
  • Prepare and present evidence at Public Inquiries, Hearings, and planning appeals
CANDIDATE REQUIREMENTS
  • Ability to contribute to and set policies that improve H&T safety or sustainability
  • Excellent knowledge of relevant national and international H&T policies and standards (e.g., NPPF, DMRB, Manual for Streets)
  • Expertise in street design, focusing on delivering high-quality streets through planning
  • Extensive experience in development planning/management, including large-scale developments (e.g., over 500 dwellings or 15,000m2 commercial)
  • Experience analyzing or interpreting industry software (e.g., Junctions 10, LinSig, modelling platforms)
