JOB OVERVIEW

We have a fantastic new job opportunity for a Highways Planning and Development Manager / Transport Policy Officer with expert knowledge of street design, H&T related Policies and standards, and extensive experience in the development planning / management industry.

As the Highways Planning and Development Manager / Transport Policy Officer, you will support and represent the Highways Development Management team in the design, planning, and delivery of new highways and streets within the Borough.

You will also represent the highways and transport service at planning committees and appeal hearings/inquiries.

DUTIES

Your duties include:

• Advising on the transport implications/highways impacts of pre-application development proposals
• Assessing planning applications and advising on their transportation implications, considering Borough and Government policies
• Providing guidance on Transport Assessments and Travel Plans supporting development proposals
• Assisting developers with the scoping of Transport Assessments, including reviewing transport model outputs
• Negotiating financial contributions for transportation infrastructure arising from planning applications
• Instructing Borough solicitors on highways obligations within Section 106 agreements and reviewing legal drafts
• Meeting with officers, developers, and agents to resolve issues and facilitate successful planning outcomes
• Preparing and presenting evidence at Public Inquiries, Hearings, and appeals

CANDIDATE REQUIREMENTS

• Ability to contribute to policies improving H&T safety and sustainability
• Strong knowledge of national and international H&T policies (NPPF), standards (DMRB, Manual for Streets)
• Expertise in street design, focusing on high-quality streets in planning
• Extensive experience in development planning/management, including large-scale developments (over 500 dwellings/15,000m2 commercial)
• Experience with industry software such as Junctions 10, LinSig, and modeling platforms
