Job summary

Balfour Beatty Living Places is hiring a Licence & Enforcement Officer in East Sussex on a 9 month fixed-term contract. You will oversee licence compliance, manage enforcement actions, and engage with contractors and authorities to keep highways safe and efficient.

Role focuses on maintaining records, improving processes, and representing the company at forums. Strong communication, organisation, and knowledge of highways legislation are essential.

Join our team as a Licence & Enforcement Officer in East Sussex on a 9 month fixed-term contractand play a key role in keeping our highway network safe, compliant and running efficiently. You’ll work at the heart of network management, ensuring activities across the highway meet legislative requirements while building strong relationships with stakeholders and customers.

What you'll be doing

As part of a dedicated Licence & Enforcement team, you’ll:

  • Ensure full compliance with highways legislation, including the Highways Act, New Roads & Street Works Act and Traffic Management Act
  • Carry out site visits and monitor works, ensuring licence conditions and enforcement requirements are met
  • Liaise with licence applicants, contractors and key stakeholders, providing guidance and resolving issues
  • Manage and maintain accurate records of licence and enforcement activity, ensuring all evidence is captured in the relevant systems
  • Support the development and improvement of processes, policies and ways of working
  • Take appropriate enforcement action in line with procedures and legislation
  • Build and maintain strong relationships with customers, senior stakeholders and local representatives
  • Represent Balfour Beatty at local and regional forums where required
  • Keep up to date with industry developments and share best practice across the team
  • Champion innovation and identify opportunities to improve efficiency within the service
Who we're looking for
  • Experience of working with works management systems and Microsoft Office (Word, Excel)
  • Strong communication and stakeholder engagement skills
  • Ability to manage competing priorities and work both independently and as part of a team
  • A proactive approach with a focus on continuous improvement

Desirable:

  • Experience in Highways
  • Knowledge of Highways and Network Management legislation.
