Job Description

A client within the Public Sector based in Manchester is currently recruiting for a Highways Engineer to join their Capital Programme Division as soon as possible. The client is offering a full-time, temporary position on an ongoing basis, with the ideal candidate having experience working within a local authority in a highways or legal environment.

The Role

The key purpose of the role is to manage and process stopping up and other legal highway closures under the Highways Act 1980 and the Town and Country Planning Act 1990. The role will also support the delivery and review of Section 278 and Section 38 highway agreements.

Key responsibilities will include but not be limited to:
  • Lead all stopping up and highway closure processes, including liaising with applicants, legal services, planning officers, and the public.
  • Interpret and apply relevant legislation and draft reports, legal notices, and formal orders in conjunction with legal services.
  • Conduct site visits, consultations, and attend court hearings or public inquiries where necessary.
  • Provide technical support on Section 278 and Section 38 agreements—assess designs, inspect works, and ensure compliance.
  • Represent the council at meetings and maintain accurate records and performance reports.
  • Contribute to the development and improvement of highway closure processes and associated policies.
The Candidate

To be considered for this role, you will require:

  • A Chartered or Incorporated Engineer, MSc in a relevant engineering discipline with appropriate post-qualification experience, or full Membership of a relevant Institution.
  • Strong understanding of the Highways Act 1980 and Town and Country Planning Act 1990.
  • Experience handling statutory processes related to highways or planning.

The following skills would be beneficial:

  • Knowledge of Section 278 and Section 38 processes.
  • Experience presenting at committees, public meetings, or inquiries.
  • Familiarity with public consultation and legal proceedings.

The client is looking to move quickly with this role and is offering £45 per hour Umbrella LTD Inside IR35 (approx. £35 PAYE).
