Job summary

Matchtech is seeking a Highway Supervisor to oversee carriageway and footway resurfacing schemes on behalf of a Local Authority. The role focuses on safe, efficient delivery, adherence to designs and specifications, and maintaining programme targets with minimal public disruption.

You will supervise maintenance works, monitor contractor performance, ensure compliance with SHW and health and safety regulations, and liaise with stakeholders.

Qualifications

• Experience supervising highway maintenance, resurfacing or civil engineering projects.
• Knowledge of carriageway and footway construction and resurfacing techniques.
• Familiarity with NRSWA, Traffic Management Act and related highways legislation.
• Experience in Local Authority or highway contractor environments.
• Familiarity with SHW specifications and contract requirements.
• Experience managing contractors and monitoring performance against contractual requirements.

Responsibilities

• Supervise day-to-day highway maintenance and resurfacing works, including carriageway and footway resurfacing programmes.
• Monitor contractor performance, workmanship, productivity and contract compliance.
• Ensure works meet legislation, standards and health and safety requirements.
• Conduct site inspections and audits to ensure quality.
• Review and approve traffic management arrangements and safety measures.
• Liaise with contractors, utilities, residents, businesses and stakeholders.
• Monitor progress against programmes and identify delays or risks.
• Maintain site records and contractor performance data.
• Assist in resolving site issues and public enquiries.
• Verify completed works and support handover documentation.
• Promote health and safety culture on site and comply with CDM regulations.
• Support emergency and reactive highway works when required.

Job description

To oversee and supervise the safe and efficient delivery of carriageway and footway resurfacing schemes on behalf of the Local Authority. The postholder will ensure works are completed in accordance with approved designs, specifications, health and safety requirements, and programme targets whilst minimising disruption to the public.

Key Responsibilities

• Supervise day-to-day highway maintenance and resurfacing works, including carriageway and footway resurfacing programmes.
• Monitor contractor performance, workmanship, productivity and compliance with contract requirements.
• Ensure works are delivered in accordance with relevant legislation, Local Authority standards, specifications and health and safety regulations.
• Conduct regular site inspections and audits to ensure quality standards are achieved.
• Review and approve traffic management arrangements, ensuring appropriate signing, guarding and protection measures are in place.
• Liaise with contractors, utility companies, residents, businesses and other stakeholders regarding planned and ongoing works.
• Monitor progress against programmes and identify any delays or risks to delivery.
• Maintain accurate site records, including diaries, photographs, inspection reports and contractor performance information.
• Assist in resolving site issues, technical queries and public enquiries.
• Verify completed works and contribute to the preparation of completion and handover documentation.
• Ensure compliance with CDM Regulations and promote a positive health and safety culture on site.
• Support emergency and reactive highway works where required.

Knowledge & Experience

• Experience supervising highway maintenance, resurfacing or civil engineering projects.
• Good understanding of carriageway and footway construction and resurfacing techniques.
• Knowledge of the New Roads and Street Works Act (NRSWA), Traffic Management Act and relevant highways legislation.
• Experience working within a Local Authority or highway contractor environment.
• Familiarity with specification requirements including the Specification for Highway Works (SHW).
• Experience managing contractors and monitoring performance against contractual requirements.

Qualifications

• HNC/HND or equivalent qualification in Civil Engineering, Highway Engineering or a related discipline (desirable).
• NRSWA Supervisor accreditation (desirable).
• SMSTS or SSSTS certification (desirable).
• Full UK Driving Licence.
