Job description

Westmorland and Furness Council, Highways and Transport service, is seeking an experienced, motivated, and friendly individual to join us as a Highways Network Officer. This is an excellent opportunity for candidates with backgrounds in highways, transportation, and construction to join a large and thriving organization.

Role Overview

The Service manages and delivers the Council’s duties for Highways Services. With an increase in highway construction, the role involves ensuring service delivery complies with the Highways Act 1980, including managing Section 38 and Section 278 Agreements related to highway adoption and improvements.

Key Responsibilities
  1. Support the Highways Adoptions Engineer in responding to and coordinating on new planning applications impacting highway improvements or involving highway adoptions.
  2. Assist in the highway adoption process for Section 278 and Section 38 agreements, ensuring legal compliance.
  3. Advise departments, developers, and consultants on issues related to these agreements and their impact on the highway network.
  4. Conduct highway design checks related to developments and agreements.
  5. Calculate bonds, fees, and costs associated with legal agreements.
  6. Work with developers and contractors during construction phases, including site inspections and testing.
  7. Maintain detailed records of activities, works, and progress.
Candidate Requirements
  • Qualifications in civil engineering or a related field.
  • Experience in highway, transportation, or construction design.
  • Knowledge of local government procedures and customer service.
  • Understanding of construction contracts, highway maintenance, and design standards.
  • Strong organizational and communication skills.
  • Ability to work independently and collaboratively.
