Job summary

Cambridgeshire County Council is looking for a proactive Highway Maintenance Officer to oversee inspections and manage maintenance across carriageways, footways, cycle routes and public rights of way to keep the network safe and well‑maintained.

You will work with residents, parish councils and contractors, respond to incidents, support Net Zero commitments and help deliver high‑quality customer service across Cambridgeshire.

Qualifications

• A-Levels / NVQ3 or equivalent required.
• HND in Civil Engineering, Highways or Construction preferred.
• Experience in highways or construction sectors.
• Excellent organisational, communication and problem‑solving skills.
• Ability to work autonomously and prioritise competing demands.
• Confident IT skills across Microsoft applications.
• Understanding of equality, diversity and inclusion.
• Ability to support Net Zero 2030 commitments.
• Willingness to travel to sites, including locations with limited transport, and occasional out-of-hours work.

Responsibilities

• Carrying out routine and ad-hoc highway inspections to identify defects.
• Investigating reported highway issues and conducting on-site assessments.
• Responding to incidents such as flooding, collisions, or spills, sometimes outside hours.
• Ordering and managing maintenance works with contractors, defining scope and costs.
• Coordinating reactive and planned works to minimise disruption and maximise value.
• Building relationships with communities, parish councils and groups to inform priorities.
• Promoting a team culture and contributing to Net Zero goals.

About the role

We're looking for a proactive and community-focused Highway Maintenance Officer to help keep Cambridgeshire's highway network safe, resilient, and well-maintained.

In this frontline role, you will oversee reactive, and / or cyclical maintenance across footways, cycle routes, carriageways and public rights of way - ensuring the network meets the needs and expectations of our communities.

You'll collaborate closely with residents, contractors, parish and town councils, and internal teams to deliver high-quality maintenance works, respond to incidents, and contribute to Cambridgeshire County Council's commitment to excellent customer service and a safe, efficient highway network.

What you'll be doing

• Carrying out routine and ad-hoc highway inspections to identify defects and inform maintenance planning.
• Investigating reported highway issues, engaging with local communities, and conducting on-site assessments, measurements and (when required) intrusive investigations.
• Responding to incidents such as flooding, collisions, vehicle fires or oil spills-sometimes outside normal working hours.
• Ordering and managing maintenance works in partnership with contractors, including defining scope, costs, and traffic management requirements.
• Coordinating reactive and planned works to minimise network disruption and ensure value for money.
• Building strong relationships with local communities, parish/town councils and campaign groups to understand local priorities and keep stakeholders informed.
• Playing an active role in promoting a \"one team\" culture and contributing to organisational sustainability and Net Zero goals.

About you

Essential qualifications/experience

• A-Levels / NVQ Level 3 (or equivalent).
• HND (or equivalent) in Civil Engineering, Highways or Construction.
• Experience working in highways or construction sectors.
• Strong organisational, communication and problem-solving skills.
• Ability to work autonomously and prioritise competing demands.
• Confident IT skills across Microsoft applications.
• Understanding of equality, diversity and inclusion.
• Ability to contribute to the Council's Net Zero 2030 commitment.
• Flexibility to travel to sites (including locations with limited public transport) and occasionally work outside standard hours.

Desirable

• NRSWA Streetworks Supervisor qualification.
• Knowledge of highway legislation (e.g., Highways Act 1980, NRSWA 1991).
• Experience in customer or community engagement.
• Awareness of sustainable practices in highways and drainage
