Heritage & Culture Warwickshire are seeking an experienced freelance consultant to lead a short-term project funded by Arts Council England’s Museum Renewal Fund. The aim is to review and enhance development and income-generating activities across our museum service.

Freelance Consultant - Museum Development & Income Review

Fee: Up to £8,000 (inclusive of all costs)

Working Hours: Flexible, approx 12-18 days Nov 25 - Jan 26

Freelance role description:
Heritage & Culture Warwickshire (HCW) is seeking a freelance consultant to lead a strategic review of development and income-generating activity across its museum service. Funded by Arts Council England's Museum Renewal Fund, the project aims to assess current commercial operations and identify new opportunities for sustainable growth.

Working closely with the Heritage & Culture Service Manager (Development) and wider HCW team, the consultant will:

  • Review existing income streams and their evolution over the past 3-5 years
  • Explore commercial opportunities linked to HCW assets (including collections)
  • Assess potential for larger-scale events and sponsorship
  • Recommend new activity, including digital tools and data-informed strategies
  • Develop outline options with cost/income forecasts and resource implications
  • Ensure new workstreams align with HCW's broader delivery plans

Person Specification:

  • A background in heritage and culture or visitor attractions with a good understanding of income generation or commercial activity
  • A track record of supporting organisations to create development plans or programmes of work
  • An understanding of the use of heritage assets to generate income
  • An understanding of how audience or other data can inform service delivery and associated income generation
  • A highly organised individual with excellent communication skills, who can work with a broad range of professional specialisms to reach consensus
  • An individual who can work collaboratively to develop new ideas
Job Requirements

We are looking for an experienced freelancer who will bring a sound working knowledge of the breadth of development and income generating activity within museums or visitor attractions.

The freelancer will work with the Heritage & Culture Service Manager (Development) and wider HCW team to:

  • Review current income generating activity delivered by Heritage & Culture Warwickshire
  • Explore delivery of commercial hires and income generated through use of HCW's building assets (Market Hall Museum, St Johns House, County Records Office, Museum Collections Centre, Chesterton Windmill)
  • Explore delivery of larger scale/annual events with a view to maximising income whilst balancing the needs of public service delivery
  • Identify opportunities for new activity, maximising the use of HCW assets (including collections)
  • Identify opportunities for Sponsorship and make recommendations for managing this aspect of income generation
  • Explore how digital tools can support income generation
Job Responsibilities

A number of outputs have been identified for the project:

1. Review

Review of all areas of HCW income generation to gain an understanding of the current breadth of income sources, and how this has changed/developed over the past 3-5 years

2. Explore

Work with HCW staff to explore options for growth, including the use of wider audience data and trends within the sector

3. Develop

Develop a series of outline options for further development, including likely cost/income forecasts for each option plus resource implications

4. Recommendation

Make recommendations for priority areas for implementation over the short, medium and long term

Make recommendations for ensuring new workstreams are integrated into wider HCW delivery plans
