Job summary

Westminster City Council is seeking a PDHU Heat Network Project Manager (Fixed Term) to help deliver major heat network infrastructure across Westminster. You will support governance, manage project delivery, coordinate stakeholders and ensure value for money in a complex, evolving environment.

You will work with internal teams, advisers and residents to balance technical delivery with affordability, quality and timely progress, while guiding procurement and contract oversight as required.

Qualifications

• Experience of managing complex infrastructure or engineering projects, ideally within heat networks or similar technical programmes.
• Public sector experience and governance familiarity.
• Strong budget management and reporting capabilities.

Responsibilities

• Support the Head of Programme in the development and delivery of projects within the PDHU programme.
• Coordinate governance processes, risk management, and milestone tracking across workstreams.
• Build and manage stakeholder relationships, including residents, businesses and external partners, ensuring clear, timely communications.
