Job summary

Harbour Energy in Mexico City is seeking a Health & Wellbeing Manager to provide strategic leadership on Occupational Health for the Mexico Business Unit, ensuring alignment with regulatory standards and workforce wellbeing.

You will design and implement comprehensive OH programs, oversee medical surveillance, and coordinate with safety teams to maintain a safe, healthy and productive workforce.

Qualifications

• Over ten years as a licensed medical practitioner in high-risk industries (oil & gas).
• Experience leading Occupational Health programs and emergency medical response.
• Knowledge of OSHA/ILO/WHO/ISO 45001 standards governing OH, safety and environmental compliance.
• Ability to design and implement health risk management frameworks and wellbeing initiatives.

Purpose of Role:

• The Health & Wellbeing Manager provides strategic leadership on Occupational Health (OH) for Harbour Energy’s Mexico Business Unit (BUMX), ensuring alignment with business needs and regulatory standards.
• The role safeguards employee health and fitness through prevention, diagnosis, and management of work‑related conditions, while advising management on health risks and compliance.
• Key responsibilities include medical surveillance, emergency response planning, policy development, and promoting overall workforce wellbeing to support a safe, resilient, and productive organization.

Critical Responsibilities (MAE/MATTE/HSES*)

• Ensures all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

Ethics and Compliance Responsibilities:

• Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

Areas of Accountability, Responsibility and Competence:

• Act as the primary medical advisor to BUMX leadership, assets and project management by providing expert input on occupational health risks, standards, and practices.
• Develop, design and implement comprehensive Health Management Programs to prevent and treat work‑related injuries, illnesses, and disabilities, ensuring adequacy and effectiveness across the business unit. (Medical Surveillance and Occupational Health Risk Assessments)
• Running health monitoring programs such as pre‑employment medical, periodic, and fitness‑for‑duty examinations to detect early signs of occupational illness.
• Working closely with industrial hygienists to assess exposure to noise, vibration, radiation, and toxic substances.
• Oversee the occupational health operations of assets and projects, ensuring compliance with internal standards and external regulations.
• Provide support and guidance in preparing for medical emergencies (fires, explosions, toxic releases) and coordinating with HSES teams.
• Gather, process and analyse occupational health data within BUMX to develop a risk‑based approach on threats and opportunities for occupational health and wellbeing programs.
• Conducting occupational health and wellbeing inspections, verification and audits as needed to ensure compliance with local regulations, company standards and best industry practices.
• Participating as an Occupational Health technical authority in Incident Investigations and reporting.
• Drive initiatives to raise knowledge and awareness among employees, encouraging good occupational hygiene practices and healthy lifestyle choice.
• Maintain key competencies associated with the medical function.
• Other duties connected with the HSES function, as directed by his supervisor.

Technical Skills

• Ability to identify, evaluate, and mitigate health risks specific to oil and gas operations, including chemical, ergonomic, and environmental hazards.
• Expertise in preventing and managing conditions such as respiratory illnesses, hearing loss, musculoskeletal disorders, and chemical exposures.
• Competence in preparing for medical emergencies (fires, explosions, toxic releases) and coordinating with safety team.
• Sound understanding of human factors in correlation to Occupational health & hygiene principles.
• Proficient in audit planning and execution.

Professional Experience

• Over ten years as a licensed medical practitioner, with a specialization in Occupational Health within high‑risk industries, particularly oil & gas.
• Served as Chief Medical Officer and/or led Occupational Health departments, overseeing corporate health strategies, workforce wellness programs, and emergency medical response systems.
• Deep knowledge of national and international standards (e.g., OSHA, ILO, WHO, ISO 45001) governing occupational health, safety, and environmental compliance.
• Proven ability to design and implement health risk management frameworks, reduce workplace incidents, and align medical services with corporate policies and goals.

Education

• Licensed Medical Practitioner in Mexico.
• Postgraduate specialization in Occupational and Environmental Medicine, Emergency Medicine, Industrial Hygiene or related fields.

Language

• Native level or Proficient in Spanish (Minimum).
• Advanced level of English (oral and written) (Minimum).
