Job Description

We are seeking a permanent, part-time (21 hours per week) Health, Safety, and Risk Manager to lead the National Library of Scotland on these matters. The role involves maintaining, developing, and enhancing the Library’s health, safety, and risk processes.

You will serve as the Library’s principal lead in these areas and collaborate closely with other managers to drive continuous improvement.

The Health, Safety, and Risk Manager is a key member of the Library’s Extended Management Team (EMT).

Duties include:

  1. Ensure compliance with legal obligations related to health and safety, acting as the designated ‘Competent Person’ under Section 7 of the Management of Health and Safety at Work Regulations 1999.
  2. Collaborate with managers to design and implement effective policies, procedures, and guidance to meet legal responsibilities and promote health and safety.
  3. Establish and maintain health and safety policies and procedures.
  4. Ensure adherence to fire safety regulations and the Library’s Fire Safety Policy.
  5. Audit health and safety systems and work with managers to implement improvements.
  6. Support the Estates team in reviewing contractor/sub-contractor Risk Assessments & Method Statements (RAMS) when required.
  7. Investigate accidents, incidents, and near misses; advise on corrective actions to prevent recurrence.
  8. Prepare quarterly health and safety compliance reports for the NLS Board.
  9. Conduct work-based assessments and provide recommendations as needed.
  10. Assist the HR team, managers, and staff in implementing recommendations or reasonable adjustments from occupational health providers or specialists.
  11. Identify health and safety training needs for staff and arrange or deliver training sessions.
  12. Attend incidents during working hours and outside of working hours when health and safety expertise is required on-site.
  13. Lead and support the work of the NLS Health and Safety Committee.
  14. Develop the Library’s approach to risk management, including policies, procedures, and effective risk identification, evaluation, prioritization, and reporting.
  15. Work with Directors, teams, and Project Managers to ensure Departmental and Project Risk Registers are current and appropriate.
  16. Maintain and regularly update the Corporate Risk Register, briefing the Leadership Team and Board on risk exposure levels.
  17. Develop the Library’s Strategic Risk Register, including reporting to the Audit Committee and Board.
