Health and Safety Officer

Location: Midland Metro Ltd, Wednesbury Depot, Potters Lane, WS10 0AR

Salary: £42,000 per annum, with potential increase following union negotiations

Contract: 18 months FTC, Full time

We are currently recruiting for a Safety Development Officer to support the Midland Metro Limited (MML) QHSE Manager in maintaining compliance with ISO 9001, 14001, 45001, and ROGS standards.

This role requires ensuring that the business meets statutory and contractual safety, quality, and environmental obligations across all activities.

Note: This is not an entry-level or trainee role. Applicants must have demonstrable experience in a safety role and a strong understanding of CDM (Construction, Design and Management) Regulations 2015.

The successful candidate will operate independently, lead audits, prepare technical safety reports, liaise with contractors, and advise on compliance in complex, regulated environments.

Responsibilities include:

  • Supporting inspection and audit activities, logging, tracking, and closing remedial actions
  • Reviewing and managing environmental, health, safety, and quality issues and incidents based on audit outputs and risk assessments
  • Maintaining MML's QHSEMS systems in compliance with regulations
  • Participating in incident investigations and reporting on behalf of MML
  • Developing and implementing annual audit plans focusing on health, safety, environmental, and regulatory compliance
  • Providing safety advice and guidance across departments
  • Assessing safety aspects of change proposals, standards, operational activities, and projects
  • Conducting risk assessments for various activities and managing hazards and remedial measures
  • Supporting incident investigations, including RIDDOR, D&A, and other indicators
  • Supporting ROGS compliance and applying CDM regulations in construction and infrastructure projects

Requirements:

  • NEBOSH General Certificate or equivalent health & safety certification
  • Strong knowledge of ISO management system standards
  • In-depth understanding of health and safety legislation and its operational application
  • Proficiency in Microsoft Office
  • Knowledge of CDM 2015 Regulations, especially in infrastructure and construction contexts
  • Experience managing contractors and liaising with external safety compliance stakeholders

Applicants should be capable of independently generating reports, advising departments, and leading audits. Certification as an internal auditor (e.g., BSI) is desirable.

Preferred qualifications:

  • Knowledge of HSE & ROGS regulations
  • Experience in the light rail or transport sector
  • Environmental accreditation/qualification at level 3 or above
