Major Recruitment is seeking an experienced Health & Safety Manager for a defence and infrastructure contractor, based in Liverpool with UK-wide site travel. The role focuses on leading H&S strategy, risk management, compliance and continuous improvement across multiple projects.
You will work with senior leaders, site teams and stakeholders to embed robust safety standards, drive performance, and ensure regulatory compliance in a challenging operational environment.
Location: Liverpool, Merseyside – with regular travel to operational sites across the UK
Salary: Competitive, dependent on experience
Contract: Permanent, Full-Time
Open to serving Armed Forces personnel approaching their transition into civilian employment and military veterans with relevant qualifications and experience.
Are you currently serving in the Armed Forces and preparing for your next career move? Or have you already transitioned into civilian employment and are looking for an opportunity to progress your career?
Do you have experience in health and safety, operational risk management, engineering, infrastructure, compliance or managing safety-critical environments?
Major Recruitment is recruiting on behalf of an established and ambitious UK specialist contractor experiencing a significant period of growth.
Our client has developed a strong reputation for delivering complex projects and specialist infrastructure solutions across defence, commercial, industrial and major infrastructure sectors.
With ambitious expansion plans, the business is strengthening its leadership and management structure to support an increasing portfolio of projects across the UK.
As part of this growth, we are seeking an experienced Health & Safety Manager to take responsibility for developing, implementing and maintaining health, safety and relevant environmental standards across the organisation.
This is a Liverpool-based position, with regular travel to operational sites and projects throughout the UK.
The successful candidate will work directly with the senior leadership team, operational managers, project teams and site personnel, helping to ensure that health and safety remains embedded throughout the business.
For those transitioning from the Armed Forces, this presents an opportunity to apply military-developed skills, technical knowledge and operational experience within a growing civilian organisation.
Military experience in managing operational risks, enforcing safety procedures, conducting inspections, maintaining compliance, investigating incidents and leading teams in demanding environments can be highly relevant to this position.
We recognise that military personnel may have developed their expertise in environments different from civilian construction or infrastructure. Previous civilian sector experience is not necessarily essential where candidates can demonstrate the required technical competence, relevant transferable experience and recognised health and safety qualifications.
This is an opportunity to build on your existing skills and take on a position offering genuine responsibility, autonomy and the ability to influence how a growing organisation operates.
You will take a leading role in developing and maintaining the organisation's approach to health and safety, ensuring that effective standards and procedures support its continued expansion.
Responsibilities will include:
Leading the development and continuous improvement of the company's health and safety strategy, policies and procedures.
Providing professional advice and guidance to directors, senior managers and operational teams on all health and safety matters.
Promoting a positive and proactive safety culture, encouraging accountability and responsibility at every level.
Ensuring health and safety arrangements remain effective as the business expands into new projects, sectors and locations.
Establishing and monitoring key performance indicators, providing regular reports and recommendations to senior leadership.
Supporting the development of systems and processes required to deliver increasingly complex projects safely and efficiently.
With responsibility for supporting operational sites throughout the UK, you will play an important role in ensuring that safety standards are consistently maintained across different projects and working environments.
Your duties will include:
Overseeing health and safety compliance across multiple operational sites and projects throughout the UK.
Conducting regular site inspections, audits and risk assessments to identify hazards and ensure appropriate control measures are implemented.
Reviewing and approving risk assessments, method statements (RAMS), safe systems of work and associated safety documentation.
Working closely with operational and project managers to ensure safety considerations are integrated into project planning, mobilisation and delivery.
Monitoring contractor and subcontractor compliance with company procedures and client requirements.
Supporting the safe management of plant, machinery, vehicles, lifting operations and other operational activities.
Ensuring suitable arrangements are in place for work undertaken within live, high-risk or security-sensitive environments.
You will be responsible for supporting the organisation's compliance with relevant health, safety and environmental legislation, regulations and industry standards.
Responsibilities will include:
Ensuring compliance with relevant UK health and safety legislation, including the Health and Safety at Work etc. Act 1974 and applicable regulations.
Providing guidance on the Construction (Design and Management) Regulations 2015 (CDM), where relevant to project activities.
Supporting the implementation, maintenance and continuous improvement of management systems aligned with ISO 45001 and ISO 14001.
Coordinating internal audits, management reviews, corrective actions and compliance monitoring.
Supporting the development and maintenance of industry accreditations and certification requirements as the business expands.
Ensuring appropriate processes are in place for accident reporting, incident investigation, near-miss reporting and RIDDOR compliance.
Working with operational teams to identify and manage environmental risks, including waste management, pollution prevention and responsible resource use.
Supporting compliance with environmental legislation, client requirements and project-specific environmental management plans.
Identifying emerging operational and environmental risks and recommending proportionate, practical measures to mitigate them.
You will support the development of a proactive safety culture, ensuring that incidents and near misses are properly investigated and that lessons learned contribute to improved operational performance.
Responsibilities include:
Leading investigations into accidents, incidents and near misses, identifying root causes and appropriate corrective actions.
Monitoring trends in safety performance and introducing preventative measures to reduce risk.
Ensuring lessons learned are communicated effectively throughout the business.
Developing improvement plans and monitoring their implementation.
Supporting the introduction of improved reporting systems, digital tools and operational controls where these deliver measurable benefits.
As the business continues to grow, you will play an important role in developing workforce safety awareness and supporting operational managers in maintaining effective standards.
Your responsibilities will include:
Identifying health and safety training requirements across the workforce.
Coordinating and supporting safety inductions, toolbox talks, refresher training and competency assessments.
Working with operational managers to ensure employees and subcontractors understand their safety responsibilities.
Promoting employee engagement and encouraging the reporting of hazards and improvement opportunities.
Supporting managers in developing the confidence and competence to manage safety effectively within their teams.
You will also represent the organisation on health, safety and relevant environmental matters, supporting relationships with clients, contractors and external stakeholders.
Responsibilities will include:
Acting as a key point of contact for health, safety and relevant environmental matters with clients, contractors, auditors and external stakeholders.
Supporting tenders, prequalification questionnaires and project mobilisation through the provision of appropriate compliance information.
Attending client meetings, project reviews and safety forums where required.
Ensuring the business meets the health, safety and environmental expectations associated with major infrastructure, defence and other specialist projects.
Representing the organisation professionally during external audits, inspections and compliance reviews.
We are looking for an experienced, commercially aware and proactive Health & Safety professional who can balance robust compliance with practical operational solutions.
You will be confident working with senior management while also being comfortable engaging directly with site teams, contractors and operational personnel.
You will bring the experience, judgement and credibility required to influence decision-making and help establish consistent safety standards across a geographically dispersed operation.
For applicants from the Armed Forces, we are particularly interested in individuals who have held responsibilities involving health and safety, operational risk, engineering safety, compliance, infrastructure or the management of high-risk activities.
Experience gained through military service will be considered alongside relevant civilian experience, provided candidates can demonstrate the competencies and qualifications required for the position.
NEBOSH National General Certificate, NEBOSH Construction Certificate or an equivalent recognised qualification.
Proven experience in health and safety management, senior safety advisory responsibilities or operational risk management within infrastructure, civil engineering, specialist contracting, engineering, the Armed Forces or a comparable operational environment.
Strong working knowledge of UK health and safety legislation and regulatory requirements.
Experience developing and implementing health and safety policies, procedures and management systems.
Strong organisational, reporting and communication skills.
Full UK driving licence and willingness to travel to operational sites throughout the UK as required.
NEBOSH Diploma or equivalent Level 6 health and safety qualification.
Chartered membership of IOSH or working towards Chartered status.
Experience working on Ministry of Defence, defence infrastructure or other highly regulated projects.
Experience working with ISO 45001 and ISO 14001 management systems, including internal audits, compliance monitoring and continuous improvement.
Experience supporting environmental compliance and managing environmental risks within operational or project-based environments.
