Job description

Job Description

We are seeking an experienced HSQE Manager to lead and manage all aspects of Health, Safety, Quality, and Environmental compliance within our Rail division, reporting into our Senior HSQE Manager. The successful candidate will act as the Responsible Person for health and safety, ensuring that all operations meet legislative requirements and industry best practices, while driving a positive safety culture across the organisation.

Responsibilities:

  • Leadership & Compliance: Act as the Responsible Person for HSQE matters, overseeing CDM 2015 duties (Principal Designer, Advisor, Contractor) and ensuring compliance with industry legislation and best practice.
  • Certifications: Manage and maintain ISO 9001, 45001, and 14001 certifications, SSIP memberships, and RISQS accreditation.
  • Auditing & Reporting: Lead accident and near-miss investigations, carry out audits, site inspections (day and night), and deliver Safety Bulletins and monthly reports to senior management.
  • Training & Inductions: Deliver HSQE inductions, manage divisional training matrices, subcontractor competency requirements, and provide ongoing safety training and mentoring.
  • Documentation & Systems: Maintain and review QMS, SMS, EMS documentation, policies, procedures, RAMS, COSHH, and risk assessments, ensuring continual improvement.
  • Operational Support: Coordinate Temporary Works, scaffolding registers, statutory inspections, and environmental compliance including waste transfer and incident reporting.
  • Stakeholder Engagement: Chair HSQE Committee meetings, collaborate with site teams, liaise with clients, suppliers, and accreditation bodies, and contribute to tender submissions.

About you:

  • Nebosh Diploma, NVQ or NCRQ certificate (desirable but not essential)
  • GradIOSH working towards CMIOSH
  • Member of professional body such as IIRSM or IOSH -desirable but not essential
  • Experience in utilities including Rail, water, and wastewater
  • 2 years’ experience in a similar type of role (desirable)
  • Good computer skills and working on various software packages.
  • Good communication skills both internal and external lines of communication
  • Able to be field based and travel to different sites daily (Driving Licence essential)
