HEAD OF WASTE, ENVIRONMENTAL SERVICES AND ENFORCEMENT

Salary: Grade 12 £60,027 to £63,569

Full time: Permanent - 37 hours per week

Are you a dynamic and agile manager looking for a new challenge within the area of Environmental Waste services? If so Gosport Borough has an exciting opportunity for you to be part of and lead our Waste Management and Enforcement service with an initial priority to implement the changes to our service required under the Government's Simpler Recycling initiatives. The service has a significant part to play in supporting the achievement the Council's aim of being net-zero by 2050

The Role:
We are looking for a highly organised, proactive, and confident individual to:
  • Be responsible for a range of services covering waste, street cleansing and public convenience cleansing and environmental enforcement.
  • Provide the strategic lead for simpler recycling with the aim of improving opportunities for residents to recycle more items and reduce waste
  • Have a significant involvement in developing new infrastructure to deliver the waste services.
  • Manage existing waste and environmental contracts and plan for and be involved with procuring new contracts.
  • Lead and manage the team and develop a customer service culture creating a responsive high quality and cost effective service for residents.
  • Manage a substantial budget looking for opportunities to reduce costs and generate new income.
  • Work closely with elected members and senior officers to achieve the corporate priority of "making Gosport a cleaner and greener place to live, work and visit".
What We're Looking For:
  • A Member of the Chartered Institute of Waste Management or equivalent
  • 5 years' experience in environmental services and enforcement
  • Sound knowledge of waste regulations and legislation and the challenges facing Local Authorities.
  • Proven experience of managing contracts and contractors successfully including leading negotiations.
  • Experience of partnership working including leading initiatives to deliver targeted improvements in waste reduction.
  • Sound budget management and financial knowledge
  • Exceptional people management skills
  • A strategic thinker with good organisational and prioritisation abilities.
  • Confident interpersonal and communication skills
  • Champion change.
  • Understanding of local government workings, Council Governance and waste and recycling policies,
  • A full UK driving licence with access to a vehicle.
