The Opportunity

The Head of Value Stream Portfolio plays a critical leadership role within the Parliamentary Digital Service (PDS), overseeing the planning, management, and continuous improvement of Value Stream delivery to meet diverse user needs, while aligning with strategic objectives.

These roles operate as core members of the Digital Delivery leadership team, reporting to one of the Directors of Digital Delivery and playing a significant role in leading and promoting greater delivery capability across the entire Digital Service.

As The Head of Value Steam Portfolio you’ll be responsible for:

• owning all product and programme delivery within a Value Stream, planning capacity and resourcing allocations, supporting teams and individuals to deliver, and working to swiftly remove blockers.
• ensure alignment with the overarching Value Stream strategy, driving strategic priorities and delivery of value.
• maintain a healthy, supportive, and stimulating working environment across the Value Stream and the Digital Delivery team as a whole, building a culture that enables efficient and effective delivery through empowered teams in line with the PDS agile principles.
• build and maintain effective working partnerships at all levels with both stakeholders who have strategic responsibility for their Value Stream, and those with operational responsibility for product-level ownership.
• manage high level dependencies across the Value Streams, wider PDS, and across associated delivery throughout Parliament.
• continuously improve efficiency and effectiveness across the Value Stream by fostering a culture of measurement and accountability within product teams, ensuring transparency, and enabling adaptive processes.
• ongoing input into the PDS Agile Operating Model, contributing to its continual measurement, review and optimisation.

• ability to set objectives and make decisions at the appropriate time, considering the needs of the situation, priorities, constraints, and the availability of necessary information, while understanding the needs of the internal or external customer and keeping them in mind when taking actions or making decisions.
• excellent communication skills and strong interpersonal skills with the ability to establish positive working relationships and influence people at all levels within the organisation including a challenging customer base.
• ability to keep overall objectives and strategies in mind, and not be deflected by matters of detail, including a good understanding of the Parliamentary business context, the strategic challenges ahead and the use of technology and information within Parliament.
• excellent understanding of agile methodologies and experience in their use, as well as a very good understanding and experience of public sector procurement and management of third-party supplier relationships.
• understand the psychology of teams and can demonstrate building healthy, high-performing teams. Work inclusively and role model the Digital Service values in all you do, acting as a leader, coach and mentor across the team.
• ability to achieve delivery outcomes by setting teams up for success, by navigating obstacles and blockers, and creating a delivery culture where we keep our promises
• the ability to pass security clearance, backed by the right to work in the UK

About The Team

The Digital Delivery team is a new function in the Parliamentary Digital Service, bringing together the capabilities needed from across PDS to form lean, collaborative, multi-disciplinary teams that manage the full lifecycle of our products. Organised into Value Streams that align with Parliament’s business capabilities, our work reflects the breadth of Parliament’s impact. The teams formed around our products work with an agile mindset, embodying our vision of: Working with integrity to deliver high quality outcomes at pace. Interviews: An Assessment Centre will take place on Monday 21st and Tuesday 22nd July in Westminster. Please ensure you will be available to attend a three-part assessment on either the 21st or 22nd July. The assessment will take approx. 4 hours (including breaks) and will involve a Test, Scenario and Interview with a Presentation.
