An established industry player is seeking a strategic leader for the Head of Transformation and Development role. Norfolk Fire and Rescue Service is proud to serve a dynamic county rich in history and heritage. We’re on an ambitious journey of continuous improvement and reform, and we are seeking an experienced, strategic and visionary leader to join us as our Head of Transformation and Development on a 12-month maternity cover secondment of fixed term contract.
This key leadership role is at the heart of change across the Service - providing clear direction, strategy and coordination for NFRS’s transformation programme. You’ll ensure that improvement plans are robust, joined-up and aligned with our vision, Norfolk County Council’s strategic ambitions, HMICFRS recommendations and the national fire reform agenda.
You’ll lead the development and delivery of an integrated and future-focused transformation framework, driving real and sustained change across key areas such as systems, technology and estates. Working closely with senior leaders and partners, you’ll ensure our programmes are well-resourced, delivered on time, and provide a strong foundation for long-term success.
As a visible and collaborative leader, you will play a key role in stakeholder engagement - ensuring that external partners and commissioned services are integrated into our transformation journey. You will also shape the future of the Service by leading the development of strategic plans, including contributing to our next Community Risk Management Plan (CRMP) for 2026–31.
