Qualifications

Job Title: Head of Skills Development

Location(s): London, Bristol, Leeds, or Edinburgh

Hours: Full-time

Working Pattern: Our work style is hybrid, which involves spending at least two days per week, or 40% of our time, at one of our office sites. Colleagues with disabilities can be supported with workplace adjustments including hybrid working expectations in line with our Flexibility Works policy.

A unique opportunity to lead the learning capability that turns Lloyds Banking Group’s skills agenda into action. You'll be responsible for creating and mobilising high-impact development propositions and experiences that help colleagues build the capabilities needed today and for the future. Working at the centre of skills, talent, leadership, culture and business transformation, you'll shape our Skills Based Organisation ambitions and how development is designed, delivered and continuously improved across the Group. This role combines strategic influence with operational leadership, ensuring learning solutions are scalable, innovative, measurable and aligned to business priorities.

What you’ll be doing

Develop compelling, market leading propositions and skills intelligence capabilities that inform and build prioritised, future orientated skills and create personalised experiences.

Lead the expertise in designing and implementing solutions that translate skills, talent, leadership, culture and business requirements into high-quality development interventions.

Build a scalable, effective operating model across build, implementation and technical delivery teams, with clear ways of working, governance, prioritisation and performance rigors.

Work with Skills Development Partners, People Partners, the Oversight & Innovation team and senior business stakeholders to ensure skills investment is directed towards the priority capabilities and future skills that matter most to the Group.

Turn skills intelligence, capability assessments and business priorities into practical learning solutions, including digital modules, webinars, skilling journeys, development programmes and targeted interventions.

Drive innovation in the learning domain, including new modalities, platform opportunities, digital learning, AI-enabled learning approaches and improved colleague experience.

Create strong connectivity with learning technology and Platform teams so that content, user experience, data and delivery channels evolve together.

Ensure design, deployment and technical delivery teams can create and deploy learning consistently across the organisation through multiple modalities, with clear service standards and measurable impact.

Provide operational leadership across a broad delivery environment, creating pace, accountability and collaboration across UK-based and India-based design and delivery capability where relevant.

Support the emerging Group Skills Council and related governance by ensuring that agreed priorities can be translated into credible learning plans and executed effectively.

Use data and insight to assess adoption, quality, learning impact and business value, continuously improving the proposition and the learner experience.

Success will be measured by the creation of a stronger skills engine, faster and more effective mobilisation of priority learning interventions, improved learning experience, better alignment to skills and business outcomes, and a more innovative, joined-up development ecosystem.

Essential requirements
  • Experience leading skills strategies, scaled Learning & Development, capability development, learning transformation or enterprise learning functions within a large, complex organisation.
  • Experience managing sizeable learning teams across proposition development, learning design, delivery, deployment, digital learning, learning operations or technical programme delivery.
  • Strong expertise in translating skills frameworks, capability assessments and workforce planning insights into scalable learning solutions and development programmes.
  • Demonstrated experience modernising learning through learning technologies, digital platforms, AI-enabled learning, data analytics or innovative learning modalities.
  • Proven track record of building operating models, governance frameworks and delivery disciplines that improve learning quality, adoption and business impact.
Desirable skills/experience
  • Experience supporting enterprise-wide skills strategies, career pathways, specialist academies or capability frameworks.
  • Experience working across Talent, Leadership, Culture, Organisation Effectiveness or Workforce Transformation functions within a matrix environment.
  • Knowledge of learning experience platforms (LXP), learning management systems (LMS), learning analytics and emerging learning technologies.
