• Lead service transformation and modernisation initiatives to ensure services are fit for purpose.
• Review existing structures, processes and operating models, implementing improvements where required.
• Drive performance management and continuous improvement across both service areas.
• Develop and maintain effective relationships with internal stakeholders and external partners.
• Ensure services remain compliant with relevant legislation, policies and regulatory requirements.
• Provide strategic advice and support to senior leadership teams.

Pay Rate: up to £409.75 per day PAYE (for the right candidate), with flexible holiday pay

IR35: Inside

Hours: 37 hours

Length of Contract: 3-6 months which may be extended

Location: South Yorkshire, S66 8QL

Hybrid Arrangements: Minimum 3 days per week on site

We are seeking an experienced Interim Head of Service to lead and manage Fleet Services and Passenger Transport functions during a period of transition and service development.

The successful candidate will provide strategic and operational leadership across fleet management activities, including workshop operations, vehicle maintenance and procurement, alongside oversight of passenger transport services, predominantly home-to-school transport provision.

This is a key leadership role requiring a highly visible presence across services, strong stakeholder management skills and the ability to drive service improvement and organisational change.

Candidate Profile

We are looking for an experienced interim leader who can quickly assess service requirements, establish credibility with stakeholders and provide stability during a period of change. Whilst experience across both service areas would be ideal, candidates with particularly strong Fleet Management expertise will be prioritised, with support available within the Passenger Transport function

• Review existing structures, processes and operating models, implementing improvements where required.
• Drive performance management and continuous improvement across both service areas.
• Develop and maintain effective relationships with internal stakeholders, elected members, external partners and service providers.
• Ensure services remain compliant with all relevant legislation, policies and regulatory requirements.
• Provide strategic advice and support to senior leadership teams.

Essential Experience

• Significant experience operating at Head of Service level or equivalent within a local government or large public sector environment.
• Extensive experience in Fleet Management.
• Experience managing complex operational services and multidisciplinary teams.
• Proven track record of leading change management, service transformation and organisational improvement programmes.
• Strong strategic leadership and stakeholder engagement skills.
• Experience managing budgets, contracts and service performance.
• Ability to balance strategic planning with operational delivery.

Desirable Experience

• Experience within Passenger Transport Services, particularly home-to-school transport.
• Knowledge of transport-related legislation, compliance and service delivery models.
• Previous experience within a local authority setting.
