Job description

We have an exciting opportunity for an experienced Head of Property Management to join our proactive Property Management Team here at Wokingham Borough Council, on a Full-time, Permanent basis.

As the Head of Property Management, you are responsible for ensuring the council’s corporate sites are maintained and operated to meet legal and statutory requirements, in particular, the Health and Safety at Work Act 1974.

Your role will include the management and coordination of minor capital design, management and construction contracts, minor works contracts, planned, reactive and service contracts. As our Head of Property Management, you will also lead the safe and efficient management of the council’s offices, which includes the council’s Headquarters.

Key responsibilities:

  • Responsible for ensuring that the Council’s corporate sites, including the Council’s headquarters building, are maintained and operated to meet legal and statutory requirements, in particular the Health and Safety at Work Act 1974
  • To act as the Council’s key advisor for the statutory and compliance management of the Council’s property portfolio
  • Management of a team which manages and coordinates planned investment and maintenance programme on the Council's property portfolio, and also reactive and service contracts
  • To oversee the effective management of the Council’s Utilities Portfolio (Electricity Gas, Water and Oil), in relation to Council-owned properties, in line with all relevant energy and environmental regulations
  • To contribute to the longer-term investment plans for corporate buildings, including in the context of rationalization and consolidation of the Council’s property portfolio
  • To play an active role in the senior management team of the Commercial Property Service, representing the Service in wider corporate discussions and initiatives

Candidate requirements:

  • Degree-level or equivalent relevant professional qualifications or expertise
  • Significant and demonstrable management experience in a property-related discipline gained with a public or large private organisation, with some experience at a senior level
  • Able to operate effectively in large, complex and political organisations
  • Strong project management background, either in the private or public sector
  • Well-developed written and verbal communication skills
