Job description

Osborne Richardson are working with a Local Authority in Essex which requires an Interim Head of Pre-Construction to join them for a 12 month contract role.

You will support a large construction programme that has ambitious targets on growth and investment. Reporting into the Director of Housing Operations (Property), this role will involve managing a team of project and procurement managers and will focus on scoping, packaging, procuring and preparing large scale component replacement work to occupied council housing stock.

Our client has 9,000 council homes and has a programme budget this year of £51m. Much of the programme is yet to get to site, so our client is looking for someone to focus on all the elements of pre-construction, so that the work can be ordered and passed to the delivery team to project manage on site. Our client does not have a term partnering contractor or an in house framework, so most of the work is tendered in packages, under a JCT design and build contract.

The experience you will bring:

• Full membership of the RICS
• Previous experience of managing a team
• Excellent knowledge of construction, pre-construction and procurement
• Experience of working in the public sector
• Able to be in the office in Harlow 4 days a week

Our client is offering a rate of £650/hr Umbrella and this role is inside IR35. This will initially be a 12 month contract and you will need to be in the office/on site 4 days a week.
