The Organisation

Morgan Hunt is proud to be partnering with a leading Edinburgh-based public sector organisation to recruit a pivotal leadership role. This is a unique opportunity to join a prestigious institution and shape the future of its information management and operational services.


The Role

We are seeking a dynamic and strategic leader to take on the role of Head of Records & Operations. This position is central to the organisation's effectiveness, with responsibility for managing and developing the Records Service in line with strategic and operational plans.


You will be accountable for the successful delivery of a comprehensive, efficient, and secure Records service, ensuring the integrity, accessibility, and preservation of vital information assets. You will engage with senior stakeholders to influence strategy and hold overall responsibility for all departmental records services.


Key Responsibilities


  • Strategic Leadership: Develop and implement the Records & Operations strategy, ensuring it aligns with the organisation's wider strategic goals.

  • Service Delivery: Be accountable for the delivery of a high-quality, customer-focused records management service across the organisation.

  • People Management: Provide direct line management, mentorship, and development to a team of approximately 20 staff, with indirect leadership and oversight for over 305 operational staff.

  • Financial Stewardship: Take full responsibility for the departmental budget, including pay, supplies, and services. Develop, monitor, and control budgets to ensure financial efficiency and value for money.

  • Stakeholder Engagement: Engage, influence, and build strong relationships with senior leaders and key stakeholders across the organisation to champion the importance of effective records management.

  • Governance & Compliance: Ensure all records services comply with relevant legislation, such as GDPR, FOI, and public records legislation, managing risk and ensuring robust information security.


The Candidate

To be successful in this role, you will be an experienced leader with a proven track record in records management or a related operational field.



  • Significant experience in a senior management role, preferably within a large, complex public sector or similar organisation.

  • A demonstrable background in strategic planning, budget management, and delivering service improvement.

  • Proven experience in managing, motivating, and developing large, multi-disciplinary teams.

  • Extensive knowledge of records management principles, information governance, and relevant UK legislation.

  • Exceptional communication, influencing, and stakeholder management skills, with the ability to operate effectively at a senior level.

  • A commitment to fostering a culture of excellence, collaboration, and continuous improvement.
