Job Description:

Operational Risk Management (ORM) is an enterprise-level independent risk management function responsible for enterprise-wide oversight and aggregation of operational risk. Its mandate covers all business lines (USPB, Markets, Services, Wealth, Banking, International, Global Functions, Operations & Technology) across all geographies.

The ORM function oversees the design and implementation of the non-financial risk management framework. Key objectives include:

  • Operating model, staffing and culture: Ensure clarity and consistency across lines of defense, with adequate resources, expertise, accountability, and structured training to manage operational risk effectively.
  • Operational risk appetite: Define and align risk definitions and appetite with critical business outcomes, ensuring strategic relevance at all levels.
  • Control objectives and standards: Articulate and implement Enterprise Control Standards and controls, ensuring they are appropriate and effective.
  • Operational risk assessments and reporting: Oversee assessments like MCA, risk-specific evaluations, scenario analysis, and lessons learned, with clear communication of results and insights.
  • Strategic decision making: Embed risk management practices into daily operations and strategic decisions for proactive issue management.

The Head of Operational Resilience & Third-Party Risk will coordinate with enterprise roles and ORM teams to ensure comprehensive risk oversight, assessments, and timely remediation of gaps.

Key Responsibilities include:

  • Leading a team of approximately 70 FTEs overseeing Business Disruption & Safety and Third-Party Risk.
  • Refining the Operational Risk Framework in line with global policies.
  • Approving risk appetite and metrics, managing risk exposure, and ensuring compliance.
  • Leading crisis readiness and management efforts.
  • Conducting independent risk assessments and root cause analyses.
  • Creating aggregated risk profiles at the enterprise level.
  • Partnering with risk officers to review exceptions and provide operational risk guidance.
  • Escalating significant risk issues to governance forums and leadership.
  • Overseeing risk related to Recovery & Resolution Planning and Climate Risk.

Leadership Characteristics:

  • Extensive experience in risk management within large financial organizations.
  • Subject matter expertise in Business Disruption & Safety, Third Party, Recovery & Resolution, and Climate Risk.
  • Strong understanding of Citi’s products and risk management contributions.
  • Proven stakeholder management and change leadership skills.
  • Excellent communication and leadership abilities.

Qualifications:

  • 15+ years of senior risk experience in financial services.
  • Experience in resiliency, third-party oversight, and recovery programs.
  • Expertise in operational risk frameworks and crisis management.
  • Master’s degree or specialized training preferred.
