Job description

Around half an hour by train from the centre of London, Dacorum occupies an enviable location just outside the M25 and is home to the towns of Hemel Hempstead (where our offices are based), Berkhamsted and Tring. An active and green place, Dacorum is a buzzing centre of business, enterprise and ambition. We’re designing our services around customers, ensuring our teams have the right skills and behaviours to excel, and we’ve developed new ways of working which support flexible and hybrid working.

We are prepared to do things differently in Dacorum and are developing a new integrated neighbourhood management model that will enable us to deliver great services and create high-performing and integrated teams with a positive, empowered culture. Our ambition is to set the standards that other local authorities aspire to, and, in this new role, you can play a part in making this happen. Responsible for waste, fleet, street scene, cemeteries and grounds maintenance, you’ll have the opportunity to review current structures and models of delivery, and your leadership will be central to encouraging a sense of shared mission and accountability across the service. Other priorities will include a focus on waste operations and fleet management, maximising our waste commercial service, garden waste and the smooth running of the depot. Longer term, you’ll make an influential contribution to our planning for sustainable population and employment growth, as we transform our town centres and support our communities to thrive.

It's an opportunity that will suit someone with the right level of professional knowledge, acquired through study or career experience, and who has a proven track record of managing a multi-million-pound waste service within a complex, multi-agency service system. An informed appreciation of the practical demands of managing cultural and operational change is essential along with the ability to take a ‘first principles’ analytical approach to problem-solving and generating solutions. Excellent stakeholder management, customer service and engagement skills are essential, as are good political awareness and sensitivity to the needs and priorities of others.

It’s a fantastic time to join the team at Dacorum Borough Council and shape a cleaner, greener and safer place for our residents and stakeholders. We’re looking for candidates who will bring proven expertise and capabilities in their own professional area, but who also offer the wider strategic perspective and leadership skills to shape a progressive, collaborative and effective organisational culture, with a focus on customer service and service improvement. You’ll bring a creative, enthusiastic and open-minded approach to how we work across the Council and with our partners, to bring about the best outcomes for our residents and service users.
