Head of HR and Medical Staffing
The Head of HR and Medical Staffing leads the Operational HR and Medical Staffing teams, ensuring effective workforce and HR practices to support high-quality patient care within the Trust. This senior role involves strategic direction, operational management, and partnership working across multiple HR and medical staffing functions. The role will lead the teams to ensure that modern, up-to-date, and focused workforce and HR practices are in place to provide the best support to management and clinical leads, while ensuring legal and statutory requirements are met and resources are used effectively. The post holder will build strong, effective relationships with all stakeholders in developing and delivering the HR agenda, including positive partnership working with Trade Union representatives. They will work closely with Directors, clinicians, managers, and staff across the organization to shape future employment practices.
Key Responsibilities:
- Leadership and Accountability: Oversee HR Operational Services, Medical Staffing, Employee Relations, and Occupational Health.
- Strategic Workforce Management: Provide strategic direction on workforce issues, ensuring compliance with legal requirements and effective resource use to support clinical and management teams.
- Policy Development and Implementation: Lead initiatives on HR policies and procedures, ensuring alignment with legislation, Department of Health requirements, and Trust priorities.
- Employee Relations Leadership: Manage complex employee relations cases, promote a restorative and just culture, and advise on disciplinary and grievance matters.
- Medical Workforce Oversight: Lead medical staffing, including recruitment, retention, workforce planning, appraisal, revalidation, job planning, and rota management, collaborating with clinical leaders and education teams.
- Operational Excellence: Ensure HR services are prompt, efficient, and responsive, adapting processes to meet organizational needs and evaluating service impact.

Additional Responsibilities:
- Managerial responsibility for HR Operations, Employee Relations, Medical Staffing, and Occupational Health.
- Support development and implementation of the People Strategy aligned with Trust and national priorities.
- Lead on policy development, negotiation, consultation, and monitoring across the Trust.
- Provide professional advice on organizational issues, including change processes and service redesign.
- Produce reports for Trust committees, including the Board and staff forums.
- Implement new policies and practices responding to legislation and organizational needs.
- Support a just and learning culture, ensuring team impact is positive and enabling managers to excel.
- Advise on organizational change, service delivery, and complex employee relations, managing workforce impact sensitively and efficiently.
- Ensure HR operational services are high quality, prompt, and aligned with organizational evaluation.
- Identify and implement changes within HR and Medical Staffing teams to maintain relevance and responsiveness.
- Coordinate with Medical Directors and staffing leads to ensure consistency in medical staffing processes.
- Maintain effective Workforce Information processes for performance monitoring and action.
- Lead strategic change projects across the Trust.
- Report to the Associate Director of People Services on systems, policies, and performance metrics.
- Support the delivery of the Trust's People Strategy, including culture, engagement, EDI, and wellbeing initiatives.
- Champion best HR practices, influence decision-making, and develop workforce management skills among managers.
