Head of Housing Management

We are supporting our client in their search for an experienced Head of Housing Management to lead the delivery of key frontline housing services during a crucial period of change and transformation.

This strategic leadership role will focus on improving service performance, enhancing resident outcomes, and ensuring regulatory compliance in a fast-paced and evolving environment.

As Head of Housing Management, you will be responsible for the design, delivery, and performance of the housing management service. This includes tenancy services, anti-social behaviour, tenancy sustainment, neighbourhood inspections, tenancy checks, and customer engagement. You'll work as part of the extended housing leadership team, collaborating across departments and with senior stakeholders to deliver a customer-focused, high-performing and compliant housing management offer.

This post also supports wider corporate aims, including financial recovery, safeguarding vulnerable tenants, and delivering value for money.

Key Responsibilities

1. Provide strategic leadership of housing management operations and tenancy services.
2. Lead and manage teams delivering tenancy management, ASB, and resident engagement.
3. Ensure compliance with regulatory standards and housing legislation.
4. Oversee the delivery of consistent, high-quality services to tenants and leaseholders.
5. Drive service improvements and innovation across all aspects of tenancy services.
6. Manage large operational teams and associated budgets.
7. Support delivery of the council's wider housing and community priorities.
8. Contribute to emergency accommodation management and operational resilience planning.
9. Promote tenant involvement and ensure safeguarding best practice is embedded.
10. Liaise with key internal and external stakeholders including elected members, regulators, and enforcement bodies.

About You

1. Extensive experience in social housing management at a senior leadership level.
2. Strong understanding of the regulatory and legislative framework within housing.
3. Track record of driving operational excellence, improving resident outcomes, and embedding a performance culture.
4. Experience managing large teams, contracts, and budgets within local government or housing organisations.
5. Ability to work cross-functionally with senior stakeholders, legal teams, and partners to deliver joined-up solutions.
6. Experience of delivering successful transformation, change, and compliance programmes.
7. Demonstrable understanding of safeguarding, equality, and customer service in a housing context.
