Overview

Interim Head of Housing Change, Assurance and Performance - South London/Hybrid - £650-£750 a day (Umbrella). A South London Local Authority is seeking an Interim Head of Housing Change, Assurance and Performance to lead a major transformation and improvement agenda across its housing services.

Role Purpose

Working closely with the Chief Executive, corporate directors, and housing leadership team, you will play a pivotal role in delivering the Council Renewal Improvement Plan, the Mayor's Business Plan, and embedding new ways of working across the directorate. You will be directly responsible for leading the Housing Transformation Programme, identifying core areas requiring change and guiding the directorate through the process. The role will establish a new department focused on:

  • Continuous improvement
  • Resourcing and contract management
  • Performance and complaints management
  • Systems development
  • Embedding good practice across all housing services
Key Responsibilities
  • Provide strategic leadership for housing change, assurance, and performance.
  • Ensure housing services meet and exceed regulatory standards.
  • Lead, design, and deliver a transformation programme, ensuring sustainable improvements.
  • Build relationships with regulatory bodies and translate requirements into operational practice.
  • Oversee performance frameworks, inspections, and assurance processes.
  • Drive a culture of accountability, continuous improvement, and customer focus.
Experience Required
  • Proven track record in social housing or a related sector with significant regulatory exposure.
  • Senior leadership experience managing large-scale change and transformation.
  • Strong background working within a politically driven organisation, engaging with elected members or boards.
  • Expertise in regulatory engagement (e.g., Regulator of Social Housing, Housing Ombudsman).
  • Experience of leading divisions through significant change, ensuring improvements are embedded and sustained.
  • Demonstrable experience in designing and delivering transformation programmes in a housing context.
