Job summary

Chesterfield Borough Council is seeking an experienced Capital Operations Manager to lead the delivery of multi-million-pound housing investment programmes across the council's housing stock, managing capital works and a multi-disciplinary team of staff and contractors.

You will drive performance, budgeting, procurement, risk management and governance, ensuring value for money, compliance and high-quality customer outcomes for residents.

Qualifications

• Significant experience delivering capital investment, construction or property improvement programmes.
• Strong leadership and ability to manage large operational teams through change.
• Excellent financial management and stakeholder engagement skills.

Responsibilities

• Lead delivery of Housing Capital Programme and ensure high operational performance.
• Manage annual budgets up to £10 million.
• Provide leadership to multi-disciplinary workforce and contractors.
• Ensure planning, risk management and performance monitoring.
• Drive value for money and high customer satisfaction.
• Collaborate across Housing, Asset Management and Tenant Engagement services.
• Support procurement, contract management and governance reporting.
• Lead service improvement and modernisation of Housing Property Services.
