Job summary

Energy Jobline CVL is seeking an experienced Chief Estimator / Estimating Manager to lead the highways maintenance estimating function in the UK. Based in Exeter, you will drive strategic direction, governance and pricing for major bids, ensuring competitive, robust cost estimates and strong commercial outcomes.

Qualifications

• Extensive experience leading large estimating teams in highways maintenance.
• Proven ability to develop competitive, robust cost estimates.
• Strong knowledge of NEC contracts and cost modelling.
• Track record of winning high-value frameworks and contracts.

Responsibilities

• Lead the overall estimating function for highways maintenance, providing strategic direction and governance.
• Develop and supervise a large team of estimators across frameworks and contracts.
• Create bid pricing strategies to balance competitiveness with risk and margin.
• Lead pricing activity for major strategic bids with Local Authorities, Highways and clients.
• Provide senior estimating assurance through tender development to submission.
• Drive consistency in estimating processes, systems and governance across the business.
• Oversee risk/opportunity pricing, benchmarking and market analysis.
